Chemical under pressure, flammable, n.o.s.; UN3503, Chemical under pressure, corrosive,<br />

n.o.s., UN3503; UN3502, Chemical under pressure, toxic n.o.s.; UN3504, Chemical under<br />

pressure, flammable, toxic, n.o.s.; and UN3505, Chemical under pressure, flammable,<br />

corrosive, n.o.s.’’<br />

Special Provision W10<br />

Special provision W10 is added and assigned to HMT entries ‘‘UN3486 Calcium<br />

hypochlorite mixture, dry, corrosive with more than 10% but not more than 39% available<br />

chlorine” and to “UN2208 Calcium hypochlorite mixtures, dry, with more than 10 percent<br />

but not more than 39 percent available chlorine’’ indicating that when <strong>of</strong>fered for<br />

transportation by vessel, the use <strong>of</strong> large packagings is prohibited. This provision is<br />

adopted to align with a recent IMO change forbidding these commodities from being<br />

transported by vessel in large packages.<br />

<strong>PHMSA</strong> received two comments (DGAC & IVODGA) on our proposal to adopt<br />

new special provision W10. IVODGA supported placing W10 in column 7 <strong>of</strong> the HMT in<br />

order for the UN2208 & UN3486 entries to harmonize with the IMDG <strong>Code</strong>. DGAC<br />

recommended against placing W10 in column 7 <strong>of</strong> the HMT for the UN2208 & UN3486<br />

entries. DGAC also requested that <strong>PHMSA</strong> elaborate as to why this change is needed on a<br />

safety basis. The IMO Sub-Committee on Dangerous Goods, Solid Cargoes and<br />

Containers (DSC) at their 14 th session; decided not to assign LP02 to UN3486 to be<br />

consistent with the assignment <strong>of</strong> packing authorizations for UN2208, a material exhibiting<br />

similar characteristics. To remain harmonized with the IMDG <strong>Code</strong> <strong>PHMSA</strong> will be<br />
