exception for the display <strong>of</strong> the package orientation arrows to all liquid hazardous<br />

materials in inner packagings <strong>of</strong> 120 mL (4 fluid oz.) when packed with sufficient<br />

absorption material between the inner and outer packagings to completely absorb the liquid<br />

contents.<br />

Section 172.407<br />

This section provides label specifications. <strong>PHMSA</strong> is amending paragraph (f) to<br />

include a cross reference to the IBR § 171.7.<br />

Section 172.604<br />

Section 172.604 prescribes emergency response telephone number requirements.<br />

Paragraph (d) <strong>of</strong> this section provides a listing <strong>of</strong> materials that are excepted from the<br />

requirement to provide an emergency response telephone number on a shipping document.<br />

<strong>PHMSA</strong> is adding “Krill Meal, PGIII” to the list <strong>of</strong> materials excepted from the<br />

emergency response telephone number requirements. Krill meal poses similar hazards to<br />

fish scrap and meal; therefore, we are providing Krill meal with the same exception from<br />

the emergency response telephone number requirements as fish scrap and meal.<br />

Part 173<br />

Part 173 <strong>of</strong> the HMR describes the general requirements for shipments and<br />

packagings <strong>of</strong> hazardous materials. Consistent with amendments adopted by the UN<br />

Model Regulations, <strong>PHMSA</strong> is adopting changes throughout the Part 173 packaging<br />

requirements to authorize more flexibility when choosing packages for hazardous<br />

materials. Specifically <strong>PHMSA</strong> is authorizing the use <strong>of</strong> the following packaging types<br />

and materials:<br />
