Protected Areas<br />

For those countries that have the resources to do so, it is most useful to organize<br />

MPAs by a national system rather than creating them on a case-by-case basis. The<br />

prospect of planning a national system of marine <strong>and</strong> coastal protected areas may<br />

appear to be daunting (Figure I-40) yet the job is not as difficult as it may first<br />

appear. MPA system planning is seen as most desirable <strong>for</strong> the full development of a<br />

country’s marine <strong>and</strong> coastal protected area programme. This has been recognized<br />

at high levels by some governments that have m<strong>and</strong>ated the systems approach to MPAs<br />

(e.g., Indonesia, Mauritius).<br />
