Case Histories of Marine Protected Areas<br />

After some rather ‘political’ challenges to the conservation status of the area<br />

(including press campaigns) in the early years, there are now no major problems with<br />

infringements from fishers or other users, <strong>and</strong> the project is well accepted by the local<br />

communities (Carter et al., 1997). CHICOP is registered with the World Conservation<br />

Monitoring Center (WCMC) <strong>and</strong> has been chosen <strong>for</strong> presentation at the World<br />

Exhibition in Hanover/Germany <strong>for</strong> its achievements in private conservation area<br />

management <strong>and</strong> the innovative eco-architecture of all buildings.<br />

As a result of successful management the coral reef has become one of the most<br />

pristine in the region, with 370 species of fish (Mildner, 1995) <strong>and</strong> over 200 species<br />

of scleractinian coral, at least 90% of all recorded in East Africa (Veron, pers.com.<br />

1997). In addition, the coral communities in the sanctuary have survived the 1998<br />

bleaching event much better than most other reefs in the region. The <strong>for</strong>est covering<br />

the isl<strong>and</strong> is one of the last pristine ‘coral rag’ <strong>for</strong>ests in Zanzibar (Beentje, 1990) <strong>and</strong><br />

has now become a sanctuary <strong>for</strong> the highly endangered Aders’ Duiker (Cephalophus<br />

adersi) probably facing imminent extinction from poaching <strong>and</strong> habitat destruction<br />

(Kingdon, 1997). The isl<strong>and</strong> also has a large population of the probably endangered<br />

Coconut crab (Birgus latro) recorded as ‘data deficient’ in the <strong>IUCN</strong> Red data book<br />

<strong>and</strong> had in 1994 a large breeding population of Roseate terns (Sterna dougalli)<br />

classified as ‘rare’ (Iles, 1995).<br />

In summary, project activities from 1992-1998 were:<br />

Four <strong>for</strong>mer fishermen from adjacent villages were employed <strong>and</strong> trained as<br />

park rangers by expatriate volunteers from 1993, basically in interaction with fishers,<br />

monitoring techniques <strong>and</strong> tourist guidance skills;<br />

Also with the help of volunteers <strong>and</strong> some limited donor funds, baseline surveys<br />

<strong>and</strong> species lists on the isl<strong>and</strong>’s flora <strong>and</strong> fauna were conducted from 1993;<br />

An Advisory Committee was established in 1993 with representatives of the<br />

Departments of Fisheries, Forestry <strong>and</strong> Environment, the Institute of Marine Sciences<br />

of the University of Dar es Salaam <strong>and</strong> village leaders of neighbouring fishing villages;<br />

A Management Plan 1995-2005 was produced in 1995 <strong>and</strong> <strong>guide</strong>s project<br />

operations since then; <strong>for</strong>est <strong>and</strong> marine nature trails were established from 1993 with<br />

in<strong>for</strong>mational material; rats were eradicated in 1997; a Sanctuary <strong>for</strong> the highly<br />

endangered Ader’s duiker was established from 1997; the ruined lighthouse keeper’s<br />

house rehabilitated as Park HQ/Visitors’ Center; free excursions to the isl<strong>and</strong> are offered<br />

to local school-children during the off-season; seven visitors’ bungalows (“ecobungalows”)<br />

<strong>and</strong> the Visitors’ Center were constructed according to state-of-the-art<br />

eco-architecture (rainwater catchment, gray water recycling, compost toilets,<br />

photovoltaic power generation); tourism operations (day excursions <strong>and</strong> overnight<br />

stay) started in 1997, but have not reached economical levels yet.<br />
