PROTECTED AREAS<br />

– control of dynamite <strong>and</strong> other destructive fisheries implemented<br />

– alternative uses/income generation option trials undertaken<br />

– restoration of reefs <strong>and</strong> mangroves started<br />

– woodlots <strong>for</strong> firewood <strong>and</strong> building poles established<br />

– improved sanitation <strong>and</strong> pollution control tested <strong>and</strong> implemented<br />

– bylaws <strong>for</strong>mulated <strong>and</strong> accepted at all levels of government<br />

– l<strong>and</strong>/sea use plans <strong>and</strong> zoning (including protected areas) <strong>for</strong>mulated at village<br />

level <strong>and</strong> accepted by all levels of government.<br />

Second Phase (1997-2000)—leading to integrated resource management plans<br />

3. DEMONSTRATION to fine-tune <strong>and</strong> adjust processes <strong>and</strong> actions to a wider<br />

range of cases, <strong>and</strong> to develop cost-sharing arrangements. The lessons from pilot<br />

villages applied in additional villages to:<br />

– test strategies <strong>and</strong> approaches<br />

– fine-tune strategies <strong>and</strong> approaches<br />

– investigate cost-sharing mechanisms<br />

– investigate suitable financing options<br />

– increase number of experienced/skilled participants<br />

– demonstrate visible <strong>and</strong> widely accepted benefits.<br />

Third Phase (2000-2003)—spreading successes to more communities <strong>and</strong> h<strong>and</strong>ing<br />

over the project to local authorities.<br />

4. MAINSTREAMING to adapt processes, actions, <strong>and</strong> methods as normal practice<br />

throughout the region. The actions anticipated <strong>for</strong> this phase include:<br />

– lessons learned <strong>and</strong> successful applications spread widely throughout all villages<br />

– network of community-based protected areas established <strong>and</strong> functioning<br />

– institutions changed, if <strong>and</strong> where necessary, to support community managed<br />

areas<br />

– collaborative management activities become part of normal government practice<br />

under broader CZM framework<br />

– programme is self-sustaining.<br />

3.4 Issue-Action Analysis<br />

A community <strong>for</strong>um is one effective way to open up a participatory discussion on<br />

management issues <strong>and</strong> a series of specific actions to resolve them.<br />

Issue-action analysis is the process of defining issue-specific actions, i.e., specific<br />

remedial actions <strong>for</strong> any management issues in the protected area, <strong>and</strong> assigning these
