The Celestun MPA protects a rich estuary on the west coast of Yucatan.<br />

After several attempts to change the Celestun Wildlife Refuge status, it recently<br />

became a Biosphere Reserve, meaning that Celestun is now recognized not only <strong>for</strong><br />

the biological value of its American Flamingo populations, but <strong>for</strong> the diversity of natural<br />

resources that can be used by human communities living in the area, with emphasis<br />

on sustainable use <strong>and</strong> conservation.<br />

This process summarized here in a few paragraphs cannot do justice to the ef<strong>for</strong>ts<br />

of Municipal, State <strong>and</strong> Federal government offices, research centers, local nongovernmental<br />

organizations (NGOs), <strong>and</strong> community members working <strong>for</strong> the<br />

sustainable <strong>and</strong> diversified management of a protected coastal area. The <strong>for</strong>mer<br />

SEDUE has evolved <strong>and</strong> become the Mexican Secretariat <strong>for</strong> Environment, Natural<br />

Resources <strong>and</strong> Fisheries (SEMARNAP, according to the Spanish acronym). One of<br />

SEMARNAP’s policies is to work closely with NGOs <strong>for</strong> the establishment of natural<br />

protected area management plans.
