ENGLISH LANGUAGE LEARNERS<br />

All students will be expected to attain proficiency in English Language Arts. Because of<br />

linguistic diversity in California, not all students will acquire English language skills and<br />

knowledge at the same rate. There are 1.4 million English Language Learners in California.<br />

More than 40 percent of students in California speak a language other than English, and about 25<br />

percent of the students in California are not yet fluent in English theses students enter school<br />

with language abilities very different from native English speaking students. Based on<br />

demographics of the OUSD, IEC expects 25-30% of its students to be classified as "English<br />

Learners".<br />

Integrity Educational Center registration forms will request information regarding the<br />

language spoken at home. Students from homes where a language other than English is used<br />

will be asked to identify their primary language, using the California English Development Test<br />

(CELDT), unless the school has proper documentation of the student's re-designation as fluent<br />

English Proficient. The CELDT will also be used for the annual assessment of each student's<br />

ELD level, with scores on the California Standards Test (CST) in English Language Arts (ELA),<br />

teacher observation, and optional parent input as secondary factors.<br />

For students classified as English Language Learners, the instructional program at IEC<br />

will be designed to promote fluent speech, listening, writing and reading in English. The<br />

program will be based on the English Language Development standards (found at<br />

http://www.cde.ca.gov/re/pn/fd/documents/englangdev-stnd.pdf:) . Every class will be of IEC<br />

and ELL program, as teachers address the needs of English Learners with strategies such as<br />

Specially Designed Academic Instruction in English (also known as SDAIE ) methods and<br />

provision of accessible instructional materials.<br />
