3.1 Introduction<br />

As with many Victorian coastal councils, the demand for property<br />

subdivision and development <strong>in</strong> the <strong>Glenelg</strong> <strong>Shire</strong> has <strong>in</strong>creased<br />

substantially <strong>in</strong> recent times, particularly along its coastl<strong>in</strong>e boundary and<br />

with<strong>in</strong> residential areas surround<strong>in</strong>g Portland.<br />

Dur<strong>in</strong>g this period, the challenge for the <strong>Glenelg</strong> <strong>Shire</strong> <strong>Council</strong> has been to<br />

facilitate development while protect<strong>in</strong>g the area’s unique, environmental,<br />

cultural and heritage assets.<br />

The council’s <strong>plann<strong>in</strong>g</strong> scheme sets the framework with<strong>in</strong> which<br />

development can take place, by regulat<strong>in</strong>g certa<strong>in</strong> types of land use and<br />

development through the issue of <strong>plann<strong>in</strong>g</strong> permits.<br />

Each year, the council processes about 400 <strong>plann<strong>in</strong>g</strong> permit applications.<br />

These <strong>in</strong>clude simple, non-sensitive applications such as build<strong>in</strong>g carports<br />

and new fences or pa<strong>in</strong>t<strong>in</strong>g build<strong>in</strong>gs. They also <strong>in</strong>clude complex<br />

applications that <strong>in</strong>volve significant developments, sensitive<br />

environmental or heritage issues, and community concerns.<br />

The council has numerous statutory obligations and responsibilities 9 <strong>in</strong><br />

assess<strong>in</strong>g and approv<strong>in</strong>g these <strong>plann<strong>in</strong>g</strong> applications. As well, the council<br />

must follow its own imposed requirements, most of which are separately<br />

detailed <strong>in</strong> the council delegations and <strong>plann<strong>in</strong>g</strong> policies.<br />

3.1.1 Plann<strong>in</strong>g permit process<br />

The process for issu<strong>in</strong>g <strong>plann<strong>in</strong>g</strong> permits typically <strong>in</strong>volves 5 stages:<br />

apprais<strong>in</strong>g the application and ensur<strong>in</strong>g its completeness<br />

notify<strong>in</strong>g those who may be affected by the proposed application<br />

(where there is possible material detriment)<br />

referr<strong>in</strong>g the application to relevant authorities, as required by the<br />

<strong>plann<strong>in</strong>g</strong> scheme<br />
