No pre-lodgement certification process. This process <strong>in</strong>volves the applicant<br />

engag<strong>in</strong>g an <strong>in</strong>dependent <strong>plann<strong>in</strong>g</strong> specialist to provide advice and<br />

guidance that the <strong>plann<strong>in</strong>g</strong> permit application is consistent with the<br />

objectives of the council’s <strong>plann<strong>in</strong>g</strong> scheme, and all necessary and<br />

relevant <strong>in</strong>formation to support the application has been provided to the<br />

council. The specialist then certifies to the council that the application is<br />

of an adequate standard. This assurance would enable the council to<br />

process applications more quickly.<br />

In July 2004, the council implemented a <strong>plann<strong>in</strong>g</strong> application checklist to<br />

guide the preparation of applications.<br />

3.2.1 Conclusion<br />

In many respects, the <strong>in</strong>itial appraisal is critical to the entire assessment<br />

process. This is when the <strong>in</strong>formation required for an <strong>in</strong>formed <strong>plann<strong>in</strong>g</strong><br />

decision is identified and collected. The deficiencies we identified <strong>in</strong> this<br />

process have resulted <strong>in</strong> the <strong>plann<strong>in</strong>g</strong> files conta<strong>in</strong><strong>in</strong>g <strong>in</strong>sufficient<br />

<strong>in</strong>formation to allow sound <strong>plann<strong>in</strong>g</strong> decisions. The <strong>in</strong>troduction of a<br />

<strong>plann<strong>in</strong>g</strong> checklist by council should ensure all support<strong>in</strong>g <strong>in</strong>formation is<br />

provided with the <strong>plann<strong>in</strong>g</strong> application.<br />

Better management of the application’s <strong>in</strong>itial appraisal, and use of a<br />

pre-lodgement certification process would also have helped to reduce the<br />

time taken to process <strong>plann<strong>in</strong>g</strong> applications, without compromis<strong>in</strong>g the<br />

<strong>in</strong>tegrity of the overall <strong>plann<strong>in</strong>g</strong> permit process.<br />

Should the council <strong>in</strong>troduce a pre-lodgement certification process, it is<br />

imperative that it ensures that the <strong>in</strong>dividuals provid<strong>in</strong>g the certification<br />

are professionally competent and adequately qualified. If this is not done,<br />

the standard of applications submitted may aga<strong>in</strong> fall below that required,<br />

and impact on <strong>plann<strong>in</strong>g</strong> decisions.<br />

Recommendation<br />

1. That the council:<br />

periodically review its <strong>plann<strong>in</strong>g</strong> files to ensure that the<br />

check list is properly completed and adequately supported<br />

consider establish<strong>in</strong>g a pre-lodgement certification process.
