4.3 Strategic <strong>plann<strong>in</strong>g</strong> framework<br />

The council is regarded as a <strong>plann<strong>in</strong>g</strong> authority under the Plann<strong>in</strong>g and<br />

Environment Act 1987 (the Act). As such, it has a duty to provide sound,<br />

strategic and coord<strong>in</strong>ated <strong>plann<strong>in</strong>g</strong> for the use and development of land <strong>in</strong><br />

the <strong>Glenelg</strong> shire.<br />

As <strong>in</strong>dicated <strong>in</strong> Part 2, the key document used by municipal <strong>plann<strong>in</strong>g</strong> <strong>services</strong><br />

to regulate land use and development is the council’s <strong>plann<strong>in</strong>g</strong> scheme. This<br />

scheme has two broad parts as outl<strong>in</strong>ed <strong>in</strong> Figure 4A.<br />

This is outl<strong>in</strong>ed <strong>in</strong>:<br />

the State Plann<strong>in</strong>g Policy Framework<br />

the Local Plann<strong>in</strong>g Policy Framework<br />

the Municipal Strategy Statement33 (MSS). (The MSS should<br />

be consistent with the council’s corporate plan.)<br />

These are outl<strong>in</strong>ed <strong>in</strong> zones, overlays, particular provision<br />

requirements, and general provision requirements. (For an<br />

explanation of these terms, see part 3.5.1.)<br />

Under the Act, the council must regularly review the provisions of its<br />

<strong>plann<strong>in</strong>g</strong> scheme and prepare amendments as required. The Act also requires<br />

the MSS to be reviewed at least once every 3 years.<br />
