4.7 Policies, procedures and guidel<strong>in</strong>es to support<br />
the <strong>plann<strong>in</strong>g</strong> function<br />
The council is responsible for mak<strong>in</strong>g sure appropriate policies, procedures<br />
and guidel<strong>in</strong>es are developed to support the <strong>plann<strong>in</strong>g</strong> function.<br />
<strong>Council</strong> planners use these documents to make consistent decisions <strong>in</strong> l<strong>in</strong>e<br />
with the <strong>plann<strong>in</strong>g</strong> scheme and other requirements.<br />
Responsibility for the development of these policies, guidel<strong>in</strong>es and strategies<br />
was assigned to the council’s <strong>plann<strong>in</strong>g</strong> contractor.<br />
4.7.1 Conclusion<br />
Our review disclosed that, for most of the period <strong>in</strong> which the <strong>plann<strong>in</strong>g</strong><br />
<strong>services</strong> were contracted out, policies and procedures for the <strong>plann<strong>in</strong>g</strong><br />
function had not been documented. Nor was any formal guidance given to<br />
the <strong>plann<strong>in</strong>g</strong> contractor to help them perform the council’s <strong>plann<strong>in</strong>g</strong> function.<br />
The council developed detailed <strong>plann<strong>in</strong>g</strong> procedures <strong>in</strong> August 2004.<br />
4.8 Monitor<strong>in</strong>g and assess<strong>in</strong>g the performance of the<br />
<strong>plann<strong>in</strong>g</strong> function<br />
The council should periodically monitor and assess how well it performs its<br />
<strong>plann<strong>in</strong>g</strong> activities, just as it would monitor and assess all major activities.<br />
This is an opportunity to re<strong>in</strong>force good practice, correct problems and learn<br />
from any mistakes.<br />
A number of external and <strong>in</strong>ternal reviews of the <strong>plann<strong>in</strong>g</strong> function have been<br />
