Recommendation<br />
16. In future, the council should respond to any f<strong>in</strong>d<strong>in</strong>gs and<br />
recommendations of its <strong>plann<strong>in</strong>g</strong> service reviews through<br />
<strong>in</strong>itiat<strong>in</strong>g appropriate changes to its procedures and practices.<br />

<strong>Council</strong> has adopted the recommendations of the review completed <strong>in</strong> July 2004<br />
and has cont<strong>in</strong>ued to implement these processes.<br />
4.9 Have recent <strong>in</strong>itiatives by the council led to<br />
better <strong>plann<strong>in</strong>g</strong> outcomes?<br />
Follow<strong>in</strong>g the 2004 <strong>in</strong>ternal review of the council’s <strong>plann<strong>in</strong>g</strong> function, the<br />
council <strong>in</strong>troduced a number of key <strong>in</strong>itiatives <strong>in</strong> July 2004, which <strong>in</strong>cluded:<br />
a revised delegation <strong>in</strong>strument and decision guidel<strong>in</strong>es<br />
a <strong>plann<strong>in</strong>g</strong> procedures manual (<strong>in</strong>clud<strong>in</strong>g revised notification policy)<br />
a Delegated Plann<strong>in</strong>g Committee (with delegated powers).<br />
The council considered the new <strong>in</strong>itiatives were necessary to improve controls<br />
and processes, and to br<strong>in</strong>g council <strong>plann<strong>in</strong>g</strong> <strong>in</strong> l<strong>in</strong>e with <strong>in</strong>dustry best<br />
practice.<br />
4.9.1 Revised delegation <strong>in</strong>strument and decision guidel<strong>in</strong>es<br />
The revised delegation <strong>in</strong>strument and decision guidel<strong>in</strong>es were prepared<br />
follow<strong>in</strong>g a review of current practices and procedures – and benchmark<strong>in</strong>g –<br />
aga<strong>in</strong>st other councils. The delegation <strong>in</strong>strument and guidel<strong>in</strong>es cover:<br />
statutory compliance<br />
operational efficiency<br />
improved customer service<br />
delegations to council officers and external service providers<br />
procedures to guide notification of <strong>plann<strong>in</strong>g</strong> applications and decisionmak<strong>in</strong>g<br />
work<strong>in</strong>g arrangements for the newly created Delegated Plann<strong>in</strong>g<br />
Committee<br />
report<strong>in</strong>g and communication.
