4.8.1 External surveys and feedback<br />

2003 Best Value review<br />

This review 43 identified that a range of performance <strong>in</strong>dicators were needed<br />

to address qualitative <strong>plann<strong>in</strong>g</strong> outcomes (discussed <strong>in</strong> Part 5 of this report).<br />

It also gave valuable <strong>in</strong>sight <strong>in</strong>to the level of stakeholder satisfaction with<br />

both the <strong>plann<strong>in</strong>g</strong> contractor and the council’s <strong>plann<strong>in</strong>g</strong> <strong>services</strong>.<br />

Feedback from stakeholders <strong>in</strong>dicated vary<strong>in</strong>g levels of support for<br />

cont<strong>in</strong>u<strong>in</strong>g the outsourced model of service delivery for <strong>plann<strong>in</strong>g</strong> <strong>services</strong>.<br />

Some <strong>in</strong>ternal stakeholders (councillors and some council staff) and those<br />

represent<strong>in</strong>g the <strong>in</strong>terests of permit applicants were very satisfied with the<br />

<strong>services</strong> provided. However, others (government agencies and other bodies)<br />

considered that the <strong>plann<strong>in</strong>g</strong> processes and decisions did not reflect a<br />

“balanced and participative approach to service delivery”. Areas where<br />

improvements <strong>in</strong> the delivery of <strong>plann<strong>in</strong>g</strong> <strong>services</strong> by the <strong>plann<strong>in</strong>g</strong> contractor<br />

were required <strong>in</strong>cluded:<br />

availability of the <strong>plann<strong>in</strong>g</strong> contractor to facilitate mediation proceed<strong>in</strong>gs<br />

between objectors and developers prior to permit approval<br />

record<strong>in</strong>g and document<strong>in</strong>g of advice sought by council from relevant<br />

authorities prior to permit approval<br />

a better balance between development and other issues such as heritage<br />

public notification of a greater proportion of <strong>plann<strong>in</strong>g</strong> applications prior to<br />

the approval of permits.<br />

Respondents identified the follow<strong>in</strong>g as key strengths of the <strong>plann<strong>in</strong>g</strong> service:<br />

expeditious process<strong>in</strong>g and approval times<br />

simple <strong>plann<strong>in</strong>g</strong> processes<br />

level of expertise of the <strong>plann<strong>in</strong>g</strong> contractor<br />

courteous and prompt service from the council’s customer service staff.<br />

Our discussions with stakeholders <strong>in</strong>cluded developers, eng<strong>in</strong>eers and other<br />

clients <strong>in</strong> regular contact with the council’s contracted planner. Those<br />

discussions further confirmed a high level of satisfaction with the council’s<br />

<strong>plann<strong>in</strong>g</strong> <strong>services</strong> over the past 7 years. Aga<strong>in</strong>, the ma<strong>in</strong> reasons for<br />

stakeholder satisfaction were timel<strong>in</strong>ess, simplicity, expertise and customer<br />

service.<br />
