1. General:<br />

1.1 The tender shall be governed by IRS Conditions, Instruction to <strong>Tender</strong>ers<br />

(ITT), additional clauses extracted from General Conditions <strong>of</strong> the Contract<br />

(GCC as Part I Sec IV) and Special Conditions <strong>of</strong> the Contract/tender (SCC).<br />

Wherever Instruction to tenderers and SCC differ from IRS conditions <strong>of</strong><br />

contract, the provision <strong>of</strong> ITT and SCC shall prevail. Wherever Instruction to<br />

tenderers and SCC differ from Part-GCC (Part I Sec IV), the provision <strong>of</strong> ITT<br />

and SCC shall prevail. Wherever ITT differs from SCC, the provision <strong>of</strong> SCC<br />

shall prevail. Wherever RDSO Specification given in Part-II Sec-I differs<br />

from SCC, the provision <strong>of</strong> SCC shall prevail.<br />

1.2 RDSO shall be associated <strong>for</strong> design, development and trial <strong>of</strong> <strong>Train</strong><br />

<strong>Collision</strong> <strong>Avoidance</strong> <strong>System</strong> with provision <strong>of</strong> multi-vendor<br />

interoperability feature. The words “<strong>Tender</strong>er and Vendor” have been used<br />

interchangeably in this document and represent the same meaning.<br />

1.3 For all the major bought out items/components, the essential details should be<br />

given in the <strong>of</strong>fer. The details must include – Name and Address <strong>of</strong> Original<br />

Equipment Manufacturer, Model Number, Printed<br />

Leaflet/Brochure/Literature <strong>for</strong> the concerned Model, mode & configuration<br />

parameters setting <strong>for</strong> TCAS application and other essential Technical Details<br />

including environmental conditions required <strong>for</strong> reliable and safe working.<br />

1.4 The equipment shall be sturdy and reliable in operation and incorporate<br />

components that can withstand the hostile environmental conditions <strong>of</strong> the<br />

Engines and track such as Dust, Water, Fuel/Lubricating Oil, Extreme<br />

Temperatures & Humidity as per Indian Weather and Electrostatic<br />

Interferences. The Electromagnetic compatibility (both emission and<br />

immunity levels) <strong>of</strong> the equipment shall be at such level so as to minimise<br />

errors.<br />

1.5 Technical requirement <strong>for</strong> the developmental work:<br />

1.5.1 The purpose <strong>of</strong> the tender is to develop and carryout trials <strong>for</strong> <strong>Train</strong> <strong>Collision</strong><br />

<strong>Avoidance</strong> <strong>System</strong> (TCAS) and to develop multiple sources with<br />

interoperable product.<br />

1.5.2 RDSO’s specification <strong>for</strong> TCAS – RDSO/SPN/196/2012 ver.3.1.1 provides<br />

detailed Functional Requirements, Technical requirements, and systems<br />

requirements <strong>for</strong> interoperable multi-vendor product. As such, the equipment<br />

to be developed and supplied should meet the requirements <strong>of</strong> above<br />

specification, which might get modified to further version/ amendment,<br />

retaining the same basic requirements, during course <strong>of</strong> development.<br />

1.5.3 Since the product is being developed <strong>for</strong> the first time meeting the above<br />

specification, some changes may be required while conducting either the<br />

testing <strong>of</strong> the equipment in the lab or during the field trial or during<br />

interoperability tests. These modifications shall be approved by RDSO and<br />

firms will have to carry out necessary modifications to meet the above<br />

changes without additional cost.<br />
