*Note : It is assumed here that there shall be at least three vendors who shall be<br />

fulfilling 45 marks. If there is no tenderer qualifying <strong>for</strong> 60 marks and<br />

above & there are only two tenderers who have 45 marks and above<br />

then L1 & L2 shall be awarded Package A & B respectively.<br />

Similarly, if there is only one tenderer fulfilling 45 marks and above<br />

and below 60 marks, he shall be awarded Package A and balance<br />

contract package may not be awarded through this tender.<br />

d) The process <strong>of</strong> negotiation and cost <strong>of</strong> award <strong>of</strong> contract shall be as<br />

per para 3.7.1. In case, L2 or L3 firm refuses to accept the counter<br />

<strong>of</strong>fer made at par with the rates negotiated, the remaining firm in<br />

category II shall be considered <strong>for</strong> award or else the balance contract<br />

package shall not be awarded through this tender.<br />

4.0 Scope <strong>of</strong> Requirement:<br />

The Scope <strong>of</strong> Requirement involves Design, <strong>Development</strong>, Manufacture, Supply,<br />

Installation, Testing and Field Trial <strong>of</strong> S<strong>of</strong>tware and Hardware <strong>of</strong> <strong>Train</strong> <strong>Collision</strong><br />

<strong>Avoidance</strong> <strong>System</strong> (TCAS) as per the functional requirements <strong>of</strong> the RDSO Spec<br />

No. RDSO/SPN/196/2012 with latest amendments. The Design <strong>of</strong> <strong>Train</strong> <strong>Collision</strong><br />

<strong>Avoidance</strong> <strong>System</strong> shall meet CENELEC requirements to achieve SIL (Safety<br />

Integration Level) certification <strong>of</strong> the system as a whole as elaborated in Technical<br />

Specifications and to have a multi-vendor interoperable system in which Loco<br />

TCAS equipment, Stationary TCAS equipment and the Trackside TCAS<br />

equipment from different tenderers shall be both-ways fully compatible among<br />

themselves. The scope <strong>of</strong> work also covers manufacture, supply, installation,<br />

testing and commissioning <strong>of</strong> Lab Model in RDSO, Lucknow (UP) and Field<br />

Model in nominated section <strong>of</strong> South Central Railway.<br />

4.1 The section <strong>of</strong> total approx. 250 km has been divided into three sub-sections<br />

covered in three different contract packages. Each contract package comprises <strong>of</strong><br />

stationary equipments, loco equipments and trackside equipments. The<br />

corresponding sub-sections and divisions are depicted hereunder:<br />
