2. Qualifying Requirements <strong>of</strong> <strong>Tender</strong>ers-<br />

2.1 This para lays down minimum acceptable qualification criteria in various<br />

areas <strong>for</strong> the tenderer to make an <strong>of</strong>fer <strong>for</strong> executing the developmental work<br />

specified in scope <strong>of</strong> work.<br />

2.2 The firm shall have ISO 9000-2008 certification.<br />

2.3 The firm shall be indigenous manufacturer and shall have carried out design<br />

and development <strong>of</strong> s<strong>of</strong>tware embedded control systems with its field trials in<br />

the field <strong>of</strong> <strong>Train</strong> Protection or <strong>Train</strong> <strong>Collision</strong> <strong>Avoidance</strong> or indigenous<br />

manufacturer <strong>of</strong> s<strong>of</strong>tware embedded Railway Signalling products such as<br />

Electronic Interlocking (EI), Single Section Digital Axle Counter (SSDAC),<br />

Multi Section Digital Axle Counter (MSDAC), Dataloggers <strong>for</strong> logging<br />

signalling events, Solid State Block Proving Axle Counter (SSBPAC) and<br />

Universal Fail-Safe Block Interface (UFSBI).<br />

2.4 The total turnover <strong>of</strong> the firm shall be atleast Rs. 30 Crores during last three<br />

financial years excluding current financial year.<br />

2.5 The firm must have at least 10 such graduate engineers which have been<br />

employed <strong>for</strong> atleast 12 months in the field <strong>of</strong> Electronics, s<strong>of</strong>tware, computer<br />

science other than other technical staff conversant with railway signalling.<br />

The tenderer need to furnish in<strong>for</strong>mation <strong>of</strong> all such graduate engineers by<br />

name and the duration <strong>of</strong> association with tenderer as employee in terms <strong>of</strong><br />

months.<br />

2.6 The tenderer must have procedures in place <strong>for</strong> internal safety validation as<br />

per CENELEC standards and shall have R&D centre <strong>for</strong> development and<br />

testing <strong>of</strong> such equipments.<br />

2.7 <strong>Tender</strong>ers not submitting the requisite in<strong>for</strong>mation may note that their <strong>of</strong>fer is<br />

liable to be ignored.<br />

3. Evaluation Criteria and Allotment <strong>of</strong> work:<br />

3.1 <strong>Tender</strong>er shall submit their <strong>of</strong>fer in two packets which shall contain the<br />

following:<br />

a) PACKET-I : Technical & commercial bid<br />

b) PACKET-II: Financial bid<br />

3.2 This being a development work <strong>of</strong> new indigenous technology <strong>for</strong> Railway<br />

Safety with need <strong>for</strong> early implementation and with requirement <strong>of</strong> multivendor<br />

interoperability through multiple vendors (<strong>Tender</strong>ers), special scheme<br />

has been adopted <strong>for</strong> evaluation <strong>of</strong> Technical & commercial bid, financial bid<br />

and methodology <strong>for</strong> award <strong>of</strong> <strong>Tender</strong> <strong>for</strong> this developmental work.<br />

3.3 Scope <strong>of</strong> work <strong>of</strong> this tender is divided into three contract packages A, B and<br />

C. Sections pertaining to these Contract Packages are in vicinity to each other.<br />

<strong>Tender</strong>er is not allowed to differentiate rates quoted <strong>for</strong> different contract<br />

packages. It may be noted that tenderer shall be considered <strong>for</strong> awarding<br />

either <strong>of</strong> three contract packages A, B and C according to the inter-se ranking;<br />

and shall be asked to enter into Contract Agreement accordingly. However,<br />
