3.6 Financial Bid: Format <strong>for</strong> Financial <strong>of</strong>fer is given in Part –II Section-II Annexure-2<br />

as Schedule <strong>of</strong> Rates. Financial Offer <strong>of</strong> all tenderers qualified in category I and II<br />

shall only be opened. Comparative statement shall be prepared separately <strong>for</strong><br />

category I and II to determine the standing <strong>of</strong> each <strong>of</strong>fer among the tenderers <strong>of</strong> same<br />

category based on their quoted prices.<br />

3.6.1 Financial <strong>of</strong>fer shall be examined and it will be checked that financial <strong>of</strong>fer<br />

given by firms are valid and they have quoted <strong>for</strong> all items including cost<br />

<strong>for</strong> Annual Maintenance Contract (AMC) after warranty. <strong>Tender</strong>ers are<br />

again advised to quote AMC charges <strong>for</strong> 5 years beyond completion <strong>of</strong><br />

initial Warranty Period <strong>of</strong> 2 years. These charges to be quoted on annual<br />

basis. These charges will not be taken <strong>for</strong> comparison purpose.<br />

3.6.2 While preparing comparative statement, rates quoted by firms <strong>for</strong> all items<br />

<strong>of</strong> schedules <strong>for</strong> all packages shall be added. However, cost <strong>of</strong> AMC shall<br />

not be added while calculating total cost <strong>for</strong> this evaluation.<br />

3.6.3 <strong>Tender</strong>ers may please note that being an R&D activity <strong>of</strong> RDSO, it shall be<br />

exempted from Central Excise Duty and entitled <strong>for</strong> Concessional Custom<br />

Duty.<br />

3.6.4 Evaluation <strong>of</strong> financial bid:<br />

a) The financial evaluation shall be done separately <strong>for</strong> firms in category<br />

I and II.<br />

b) Evaluation criteria in respective category shall be based on total costs<br />

calculated by adding up costs <strong>of</strong> all packages A, B and C <strong>for</strong> all<br />

schedules (except <strong>for</strong> AMC) as quoted by the firms.<br />

3.7 Award <strong>of</strong> tender:<br />

3.7.1 Since this is a tender <strong>for</strong> development <strong>of</strong> new innovative indigenous<br />

technology and no standard reference <strong>for</strong> rates is available <strong>for</strong> most <strong>of</strong> the<br />

items in schedule, the tender committee may negotiate the rates with firm<br />

be<strong>for</strong>e considering <strong>for</strong> award <strong>of</strong> the tender to firms in both category I and<br />

category II. Negotiation in each category shall be held with eligible L1<br />

tenderer only. Rates so negotiated and considered reasonable shall be<br />

awarded to L1 tenderer and shall also be counter <strong>of</strong>fered to other firms in<br />

same category who have quoted higher cost compared to the total cost <strong>of</strong><br />

the relevant package worked out by taking item-wise quantities <strong>of</strong> same<br />

relevant package with item-wise unit rates negotiated with L-1. However,<br />

while negotiating with tenderer with Category-II, it should be ensured that<br />

the negotiated <strong>of</strong>fer <strong>of</strong> this tenderer should not be more than the total cost <strong>of</strong><br />

the relevant package worked out by taking the item-wise quantities <strong>of</strong> same<br />

relevant package <strong>for</strong> Category-II with item-wise unit rate <strong>of</strong> negotiated L-1<br />

from Category-I.<br />

3.7.2 The tender includes 2 years warranty after completion <strong>of</strong> trial, acceptance<br />

<strong>of</strong> system and acquiring certification by Independent Safety Assessor. The<br />

rates <strong>for</strong> AMC <strong>for</strong> 5years are being taken but not considered <strong>for</strong> financial<br />

evaluation. This rates if considered high shall also be negotiated. These<br />

rates shall be available <strong>for</strong> operation <strong>of</strong> the AMC by the Railways at their<br />
