Foreword<br />

<strong>International</strong> labour st<strong>and</strong>ards promoting <strong>equality</strong> between men <strong>and</strong> <strong>women</strong> <strong>and</strong> human <strong>rights</strong><br />

tools such as the Convention on the Elimination of Discrimination against Women (CEDAW) have<br />

served as an inspiration for millions of people worldwide. These instruments reflect the<br />

international consensus on minimum st<strong>and</strong>ards <strong>and</strong> set an agenda for progress towards equal<br />

<strong>rights</strong> <strong>and</strong> opportunities for <strong>women</strong> <strong>and</strong> men <strong>and</strong> equitable relations between them; sharing<br />

workloads, resources <strong>and</strong> decision-making, not just at work but in every aspect of life.<br />

These key messages, on decent work <strong>and</strong> social protection, need to be communicated to those<br />

<strong>women</strong> <strong>and</strong> men - in factories, shops <strong>and</strong> offices, in the fields, at home <strong>and</strong> on the streets - who<br />

lack both a ‘voice’ <strong>and</strong> bargaining power. This Training <strong>and</strong> Resource Kit, “Women Workers Rights<br />

<strong>and</strong> Gender Equality: Easy Steps for Workers in Cambodia” is designed for them.<br />

The aim of the Kit is to facilitate training among workers with little or no education on <strong>gender</strong><br />

<strong>equality</strong>, legal, human <strong>and</strong> health <strong>rights</strong>, <strong>and</strong> workers’ <strong>rights</strong> generally. It aims to empower <strong>women</strong><br />

<strong>and</strong> men to improve their quality of life at work <strong>and</strong> at home. It reaches out to both <strong>women</strong> <strong>and</strong><br />

men with the aim of harmoniously reducing <strong>gender</strong> gaps <strong>and</strong> empowering both young <strong>and</strong> old<br />

female <strong>and</strong> male workers.<br />

The Training <strong>and</strong> Resource Kit consists of a training <strong>manual</strong> <strong>and</strong> accompanying pictures <strong>and</strong><br />

games. It was developed under the auspices of the ILO Subregional Office for East Asia (SRO-<br />

Bangkok) <strong>and</strong> the Cambodia Chapter of the ILO/Japan Asian Regional Programme on Expansion<br />

of Employment Opportunities for Women (EEOW). It was developed during 2003 to strengthen the<br />

human <strong>and</strong> workers’ <strong>rights</strong> of <strong>women</strong> <strong>and</strong> men <strong>and</strong> promote decent work opportunities in poor rural<br />

<strong>and</strong> urban communities.<br />

The Kit was developed by an international <strong>and</strong> national resource team; including Ms Rosalinda<br />

Terhorst, Ms Nelien Haspels, Ms Young Vin, Ms Aya Matsuura, Ms Phakatip Chungbhivat <strong>and</strong> a<br />

team of <strong>gender</strong> experts from Gender <strong>and</strong> Development Cambodia. The technical inputs from Mr<br />

Noun Rithy <strong>and</strong> Mr Hugo van Noord, ILO Cambodia <strong>and</strong> Ms Constance Thomas <strong>and</strong> Ms Kaat<br />

L<strong>and</strong>uyt from ILO Geneva were much appreciated. Acknowledgements also go to Ms Sugunya<br />

Voradilokkul <strong>and</strong> Ms Chi Sovanna for vital secretarial <strong>and</strong> logistical support.<br />

The Kit was tested during a validation workshop in Phnom Penh attended by representatives of<br />

ILO-EEOW national <strong>and</strong> provincial partner organizations. They contributed a high level of expertise<br />

in underst<strong>and</strong>ing <strong>and</strong> addressing the needs of young <strong>and</strong> old <strong>women</strong> <strong>and</strong> men surviving in rural<br />

<strong>and</strong> urban areas, factories, formal <strong>and</strong> informal work settings, as street traders <strong>and</strong> in the<br />

entertainment industry.<br />

The Kit is produced in Khmer <strong>and</strong> English for use in Cambodia. It is hoped that it will also serve as<br />

an inspiration for the development of similar products in other countries.<br />
