As can be seen from the chart above, only half <strong>of</strong> the <strong>in</strong>spections are duly registered.<br />

The problems are two-fold:<br />

(a) Three agencies that are most active <strong>in</strong> runn<strong>in</strong>g <strong>in</strong>spections, do not register their<br />

<strong>in</strong>spections <strong>in</strong> more than 60 percent <strong>of</strong> the cases;<br />

In-depth discussions with the entrepreneurs make it clear that the usage <strong>of</strong> the <strong>in</strong>spections<br />

registration book was <strong>in</strong>sufficiently expla<strong>in</strong>ed to entrepreneurs as the <strong>in</strong>strument<br />

was launched. A fundamental issue that rema<strong>in</strong>s unclear is whether the book records<br />

are the right <strong>of</strong> the entrepreneur or a responsibility <strong>of</strong> the state <strong>in</strong>spectors.<br />

S<strong>in</strong>ce a large number <strong>of</strong> visits <strong>and</strong> <strong>in</strong>spections are conducted <strong>in</strong> an <strong>in</strong>formal way, both<br />

sides are keen to ma<strong>in</strong>ta<strong>in</strong> such visits <strong>of</strong>f-record.<br />

View from an entrepreneur:<br />

“By requir<strong>in</strong>g [to record the <strong>in</strong>spection <strong>in</strong>] the registration book, I may trigger the comeback<br />

<strong>of</strong> the <strong>in</strong>spector. But later he will come <strong>in</strong> a larger group <strong>and</strong> then I will be severely<br />

f<strong>in</strong>ed. I will not achieve anyth<strong>in</strong>g essential by my request to register an <strong>in</strong>spection, except<br />

only spoil my relations with the <strong>in</strong>spector. And my goal is to make money, <strong>and</strong> not pay<br />

attention to these adm<strong>in</strong>istrative side activities.”<br />

It is simply not pr<strong>of</strong>itable for the <strong>in</strong>spector to register his attendance <strong>in</strong> the <strong>in</strong>spections<br />

registration book.<br />
