1. Methodology<br />
1.1 Background<br />
The survey <strong>of</strong> the bus<strong>in</strong>ess environment is a product <strong>of</strong> the <strong>IFC</strong> <strong>Azerbaijan</strong> Bus<strong>in</strong>ess<br />
Enabl<strong>in</strong>g Environment Project. This national level survey <strong>of</strong> small <strong>and</strong> medium<br />
enterprises <strong>and</strong> <strong>in</strong>dividual entrepreneurs <strong>in</strong> various sectors <strong>of</strong> the <strong>Azerbaijan</strong>i economy<br />
is the first <strong>of</strong> its k<strong>in</strong>d to be implemented <strong>in</strong> the country. The survey was conducted<br />
from Nov 2007-Jan 2008.<br />
1.2 Purpose <strong>of</strong> survey<br />
The ma<strong>in</strong> objective <strong>of</strong> the survey is to measure regulatory <strong>and</strong> adm<strong>in</strong>istrative barriers<br />
adversely affect<strong>in</strong>g the growth, development, <strong>and</strong> operations <strong>of</strong> the private sector<br />
<strong>in</strong> <strong>Azerbaijan</strong>. The empirical survey data <strong>and</strong> subsequent recommendations to<br />
<strong>Azerbaijan</strong>i state authorities are expected to stimulate the debate for reform <strong>of</strong> the<br />
regulatory <strong>and</strong> adm<strong>in</strong>istrative environment for the private sector <strong>in</strong> various procedures,<br />
such as the follow<strong>in</strong>gs:<br />
• State registration <strong>of</strong> bus<strong>in</strong>ess units;<br />
• State control <strong>and</strong> <strong>in</strong>spections over exist<strong>in</strong>g bus<strong>in</strong>ess units;<br />
• Licens<strong>in</strong>g <strong>of</strong> activities carried by bus<strong>in</strong>ess units that require special permission;<br />
• Obta<strong>in</strong><strong>in</strong>g permits/approvals for launch<strong>in</strong>g <strong>and</strong> cont<strong>in</strong>uation <strong>of</strong> bus<strong>in</strong>ess<br />
activities;<br />
• Certification <strong>of</strong> products <strong>and</strong> services <strong>of</strong> exist<strong>in</strong>g bus<strong>in</strong>ess units;<br />
• Import <strong>and</strong> export operations;<br />
• Taxation;<br />
• Analysis <strong>of</strong> the entrepreneurial f<strong>in</strong>ancial <strong>in</strong>dicators;<br />
• Relations between private sector <strong>and</strong> f<strong>in</strong>ancial <strong>in</strong>stitutions.<br />
1.3 Sampl<strong>in</strong>g strategy<br />
The survey used a probability-based sampl<strong>in</strong>g methodology <strong>in</strong> which the firms were<br />
selected for <strong>in</strong>terview accord<strong>in</strong>g to a known non-zero probability. The major advantage<br />
<strong>of</strong> this method was that from a sound sample, statistical <strong>in</strong>ferences can be made about<br />
a larger population (at national, regional or sector levels).<br />
In order to make sure that the sample distribution was representative <strong>of</strong> the <strong>Azerbaijan</strong>i<br />
economy, the sample framework was based on the <strong>in</strong>cidence <strong>and</strong> distribution <strong>of</strong><br />
