<strong>and</strong> entrepreneurs estimate that the end result would be more costly for them.<br />
View from an entrepreneur:<br />
“Why do I need the MED representative? I run the risk <strong>of</strong> pay<strong>in</strong>g even higher f<strong>in</strong>es or<br />
mak<strong>in</strong>g a greater <strong>in</strong>formal payment. Besides, even the <strong>in</strong>spector, whom I know, will punish<br />
me by mak<strong>in</strong>g me pay higher bribes on another occasion. Therefore, it only makes<br />
sense that we complete this process as soon as possible with as little external <strong>in</strong>terference<br />
as possible.”<br />
6.5 Inspections <strong>and</strong> regular visits – different concepts<br />
for the entrepreneur<br />
Bus<strong>in</strong>ess <strong>in</strong>spections materialize <strong>in</strong> different forms <strong>and</strong> are formally known by a<br />
variety <strong>of</strong> names, such as: bus<strong>in</strong>ess review, on-site check, <strong>in</strong>vestigation, control, or<br />
monitor<strong>in</strong>g, yet all practically suggest<strong>in</strong>g – <strong>in</strong>spect<strong>in</strong>g public <strong>of</strong>ficials check<strong>in</strong>g on the<br />
bus<strong>in</strong>ess on the spot.<br />
The survey shows that most entities <strong>in</strong> <strong>Azerbaijan</strong> are subjected to <strong>in</strong>spection one way<br />
or another. Further analysis reveals that approximately 20 percent <strong>of</strong> all enterprises<br />
do not undergo <strong>in</strong>spections. However, the <strong>in</strong>-depth <strong>in</strong>terviews with these enterprises<br />
go to show that every month bus<strong>in</strong>ess are still <strong>in</strong>spected <strong>in</strong> one or more <strong>of</strong> several<br />
monitor<strong>in</strong>g formats as described above.<br />
View from an entrepreneur:<br />
“For me on-site checks, monitor<strong>in</strong>g , <strong>in</strong>vestigations all represent <strong>in</strong>spections <strong>of</strong> some sort.<br />
Except by call<strong>in</strong>g it different allows the <strong>in</strong>spector not to formally enter it <strong>in</strong> the book <strong>of</strong><br />
registration records, <strong>and</strong> can come to my company without a MED representative.”<br />
Accord<strong>in</strong>g to the <strong>in</strong>-depth <strong>in</strong>terviews, the total number <strong>of</strong> these visits equals approximately<br />
six per month, which amounts to 72 visits per year per each bus<strong>in</strong>ess. Thus,<br />
the number <strong>of</strong> <strong>in</strong>spections by state agencies equals about 80 visits per year for any<br />
enterprise.<br />
