<strong>in</strong> m<strong>in</strong>d.<br />
Expected Impact<br />
The risk-based approach <strong>in</strong>volves limit<strong>in</strong>g the frequency <strong>and</strong> duration <strong>of</strong> <strong>in</strong>spections.<br />
Most government agencies, if given free re<strong>in</strong>, will <strong>in</strong>spect a bus<strong>in</strong>ess frequently <strong>and</strong><br />
for unnecessarily long periods <strong>of</strong> time, which diverts substantial human resources<br />
from the core bus<strong>in</strong>ess activity. Thus the authority to run <strong>in</strong>spections will be clearer<br />
<strong>and</strong> the frequency <strong>and</strong> duration reduced, hence eas<strong>in</strong>g the overall <strong>in</strong>spection burden<br />
on enterprises.<br />
6.6.3 Key elements <strong>of</strong> the reform <strong>of</strong> government control;<br />
<strong>in</strong>troduce consistent procedures for all stages <strong>of</strong> <strong>in</strong>spections<br />
The follow<strong>in</strong>g key elements will be important <strong>in</strong> improv<strong>in</strong>g the <strong>in</strong>spection system:<br />

The requirements to be met by bus<strong>in</strong>esses <strong>and</strong> <strong>in</strong>spected by an <strong>in</strong>spect<strong>in</strong>g authority<br />

between government agencies <strong>and</strong> clearly def<strong>in</strong><strong>in</strong>g the rights <strong>and</strong> responsibilities <strong>of</strong><br />

By apply<strong>in</strong>g the aforementioned recommendations, entrepreneurs will be aware <strong>of</strong><br />
the requirements applicable to their bus<strong>in</strong>esses <strong>and</strong> will know which deficiencies<br />
they need to correct.<br />
Elim<strong>in</strong>ation <strong>of</strong> duplications ensures the efficient use <strong>of</strong> government resources by<br />
demarcat<strong>in</strong>g the areas <strong>in</strong> which a particular government agency exercises control.<br />
6.6.4 Shift the approach to <strong>in</strong>spections toward advice <strong>and</strong><br />
prevention <strong>of</strong> <strong>of</strong>fenses<br />
One way to address this would be to revise the overall approach to <strong>in</strong>spections.<br />
Control authorities should shift their focus from detect<strong>in</strong>g violations <strong>and</strong> impos<strong>in</strong>g<br />
sanctions to provid<strong>in</strong>g advice <strong>and</strong> enhanc<strong>in</strong>g prevention. Inspections should seek not<br />
to punish but to prevent <strong>and</strong> educate. International experience has shown that, after<br />
