5.7 Recommendations<br />

5.7.1 Reduce permits number <strong>and</strong> coverage<br />

This can be implemented <strong>in</strong> the follow<strong>in</strong>g way:<br />

As a first step, the government should undertake an <strong>in</strong>ventory <strong>of</strong> all permits currently<br />

issued <strong>in</strong> <strong>Azerbaijan</strong>. Next, an <strong>in</strong>ter-m<strong>in</strong>isterial work<strong>in</strong>g group (<strong>in</strong>clud<strong>in</strong>g private sector<br />

representatives) should be set up to review the exist<strong>in</strong>g permits through the “guillot<strong>in</strong>e”<br />

approach or an alternative deregulation mechanism. The “guillot<strong>in</strong>e” approach can be<br />

used to reduce outdated <strong>and</strong> redundant permits with a s<strong>in</strong>gle piece <strong>of</strong> legislation <strong>and</strong><br />

under a limited time period (see Box 5.5). Chart 5.10 illustrates the steps to be taken<br />

with<strong>in</strong> the “guillot<strong>in</strong>e” approach as well as criteria for reduc<strong>in</strong>g permits:<br />
