6.2 Inspection outcomes<br />

It is important to view the possible outcomes <strong>of</strong> the on-site <strong>in</strong>spections <strong>in</strong> order to<br />

analyze possible recommendations. However, many <strong>of</strong> the <strong>in</strong>spections are reported<br />

not to result <strong>in</strong> any k<strong>in</strong>d <strong>of</strong> formal sanctions: this is to say, the company operates<br />

regularly <strong>and</strong> the <strong>in</strong>spection may not have been required. This br<strong>in</strong>gs <strong>in</strong>to question<br />

the purpose <strong>of</strong> such <strong>in</strong>spections <strong>and</strong> their frequency.<br />

To reveal a clearer picture about the low effectiveness <strong>of</strong> the exist<strong>in</strong>g system <strong>of</strong><br />

<strong>in</strong>spections, it is necessary to compare the <strong>in</strong>dicators for the <strong>in</strong>spections <strong>of</strong> two groups<br />

<strong>of</strong> enterprises: enterprises that faced consequences (<strong>in</strong> form <strong>of</strong> penalties or other<br />

sanctions), <strong>and</strong> those with no consequences.<br />
