coefficients were calculated <strong>and</strong> used dur<strong>in</strong>g the analytical process.<br />
1.5 Data collection<br />
The survey was conducted by an <strong>in</strong>dependent survey company commenc<strong>in</strong>g <strong>in</strong><br />
autumn 2007. The ma<strong>in</strong> survey <strong>in</strong>strument was a written questionnaire with 134<br />
questions, which was pilot-tested before commenc<strong>in</strong>g the fieldwork. The questionnaire<br />
covered the follow<strong>in</strong>g procedures: bus<strong>in</strong>ess registration, obta<strong>in</strong><strong>in</strong>g licenses, permits<br />
<strong>and</strong> certificates, access to f<strong>in</strong>ance, <strong>in</strong>spections, taxation, <strong>and</strong> foreign trade regimes.<br />
1.6 Qualitative method <strong>of</strong> data collection<br />
In addition to the probability-based quantitative method <strong>of</strong> data collection as<br />
described above, the survey also used qualitative means to gather <strong>in</strong>formation through<br />
meet<strong>in</strong>gs with <strong>in</strong>dustry experts, practitioners, <strong>and</strong> focus groups discussions.<br />
Qualitative methods to gather <strong>in</strong>formation are <strong>of</strong>ten used dur<strong>in</strong>g identification <strong>of</strong> a<br />
problem, <strong>and</strong> when try<strong>in</strong>g to underst<strong>and</strong> the scope <strong>of</strong> a problem when <strong>in</strong>formation<br />
gaps exist <strong>in</strong> the data. S<strong>in</strong>ce the survey had to do with quantification <strong>of</strong> different<br />
regulatory procedures, key <strong>in</strong>formant <strong>in</strong>terviews <strong>and</strong> focus groups were organized to<br />
underst<strong>and</strong> for example, average expenditures <strong>and</strong> average time required for particular<br />
procedures.<br />
In-depth <strong>in</strong>terviews with experts were conducted to underst<strong>and</strong> the details <strong>of</strong> several<br />
special procedures. For example, meet<strong>in</strong>gs with experts such as pr<strong>of</strong>essional agents/<br />
lawyers deal<strong>in</strong>g with bus<strong>in</strong>ess registration were organized to underst<strong>and</strong> the steps <strong>and</strong><br />
procedures relat<strong>in</strong>g to bus<strong>in</strong>ess registration.<br />
Focus group discussions with entrepreneurs were organized <strong>in</strong> order to identify the<br />
most problematic procedures for entrepreneurs, <strong>and</strong> also to underst<strong>and</strong> <strong>and</strong> <strong>in</strong>terpret<br />
the empirical survey results. The focus groups, <strong>of</strong> five-seven participants, were led by<br />
an experienced moderator; a total number <strong>of</strong> 10 focus group discussions were held.<br />
Topics <strong>in</strong>cluded bus<strong>in</strong>ess registration, permits, <strong>and</strong> <strong>in</strong>spections.<br />
1.7 Distribution <strong>of</strong> <strong>of</strong>ficial data <strong>and</strong> survey sample, by<br />
sector <strong>of</strong> activity<br />
The sampl<strong>in</strong>g frame was prepared <strong>in</strong> accordance with the <strong>of</strong>ficial statistics data for<br />
<strong>Azerbaijan</strong> for the last available year the <strong>in</strong>formation was fully processed. The tables<br />
below serve the purpose <strong>of</strong> <strong>in</strong>dicat<strong>in</strong>g the sampl<strong>in</strong>g strategy for the <strong>IFC</strong>’s SME survey.<br />
The total breakdown <strong>in</strong>cludes a split between IEs <strong>and</strong> SMEs <strong>in</strong> the ratio 85:15 percent.<br />
The lower two tables present the split by the economic activity.<br />
