9.5 Recommendations<br />

9.5.1 Simplification, unification, <strong>and</strong> proper dissem<strong>in</strong>ation <strong>of</strong><br />

customs legislation by:<br />

• Unify<strong>in</strong>g the numerous legislative acts regulat<strong>in</strong>g export <strong>and</strong> import issues <strong>in</strong><br />

the Customs Code;<br />

• Improv<strong>in</strong>g the structure <strong>and</strong> language <strong>of</strong> the Customs Code <strong>and</strong> fill<strong>in</strong>g <strong>in</strong> the<br />

gaps <strong>in</strong> the customs legislation; <strong>and</strong><br />

• Development <strong>and</strong> dissem<strong>in</strong>ation by customs authorities <strong>of</strong> a b<strong>in</strong>d<strong>in</strong>g summary<br />

<strong>of</strong> import/export procedures, the required paperwork, costs, <strong>and</strong> time periods<br />

for each step.<br />

St<strong>and</strong>ardized cargo <strong>of</strong> goods means any type <strong>of</strong> goods that is not subject to approval <strong>of</strong> the Cab<strong>in</strong>et <strong>of</strong> M<strong>in</strong>isters<br />

for export, or goods that can be exported without register<strong>in</strong>g the export contract with MED. The lists <strong>of</strong> these<br />

goods are provided <strong>in</strong> the Decree on Foreign Trade.<br />
