3.5 Introduc<strong>in</strong>g registration one-stop-shop<br />
In light <strong>of</strong> difficulties faced by entrepreneurs dur<strong>in</strong>g the bus<strong>in</strong>ess registration process<br />
<strong>and</strong> <strong>Azerbaijan</strong>’s relatively low rank<strong>in</strong>g <strong>in</strong> the Do<strong>in</strong>g Bus<strong>in</strong>ess report, the government<br />
<strong>of</strong> <strong>Azerbaijan</strong> expressed its strong commitment to reform<strong>in</strong>g the registration system<br />
which was followed by two presidential decrees <strong>in</strong> late 2007 7 . Consequently, the<br />
M<strong>in</strong>istry <strong>of</strong> Taxes with its regional registration <strong>of</strong>fices throughout the country was<br />
appo<strong>in</strong>ted as a primary agency responsible for “one-stop-shop” registration. In other<br />
words, the M<strong>in</strong>istry <strong>of</strong> Taxes became a state registry <strong>of</strong> bus<strong>in</strong>ess entities 8 through the<br />
already established AVIS s<strong>of</strong>tware system.<br />
Survey data does not cover the latest “s<strong>in</strong>gle w<strong>in</strong>dow” reform which has significantly<br />
streaml<strong>in</strong>ed the bus<strong>in</strong>ess registration process <strong>in</strong> <strong>Azerbaijan</strong>. Therefore, this analysis<br />
<strong>of</strong> the current “one-stop-shop” system is based on the results <strong>of</strong> focus groups <strong>and</strong><br />
<strong>in</strong>formation provided by the M<strong>in</strong>istry <strong>of</strong> Taxes. Accord<strong>in</strong>g to the M<strong>in</strong>istry <strong>of</strong> Taxes,<br />
<strong>in</strong> only three months after <strong>in</strong>troduc<strong>in</strong>g the one-stop-shop, the overall number <strong>of</strong><br />
newly registered legal entities reached 2,100 across the country. This is a substantial<br />
improvement compared with the same period <strong>of</strong> the previous year 9 .<br />
