critically exam<strong>in</strong>es all areas <strong>of</strong> operations, while <strong>IFC</strong> rema<strong>in</strong>s committed to work<strong>in</strong>g with<br />
the Government <strong>of</strong> <strong>Azerbaijan</strong> <strong>in</strong> further improv<strong>in</strong>g the environment.<br />
Common problems faced by the SME sector <strong>in</strong>clude: (a) restricted competition <strong>and</strong><br />
uneven treatment <strong>of</strong> certa<strong>in</strong> economic players, such as preferential treatment <strong>of</strong> large<br />
or state-owned enterprises; (b) a tax system that requires additional enhancement, as<br />
currently bus<strong>in</strong>ess engage <strong>in</strong> evasions, under-report<strong>in</strong>g, <strong>and</strong> other illicit practices; <strong>and</strong><br />
(c) use <strong>of</strong> <strong>in</strong>formal means to settle issues.<br />
In addition to these generic problems, this survey report exam<strong>in</strong>es <strong>in</strong>dividual areas<br />
<strong>of</strong> the bus<strong>in</strong>ess life cycle. These are divided <strong>in</strong> the follow<strong>in</strong>g categories: registration,<br />
licens<strong>in</strong>g <strong>and</strong> permits, bus<strong>in</strong>ess <strong>in</strong>spections, access to f<strong>in</strong>ance, taxation, <strong>and</strong> foreign<br />
trade, while tax payment procedures are seen as comparatively least troublesome.<br />
2. Several regulatory <strong>and</strong> adm<strong>in</strong>istrative areas require<br />
immediate attention<br />
Accord<strong>in</strong>g to the survey results, comparatively most difficult procedure for<br />
entrepreneurs is related to obta<strong>in</strong><strong>in</strong>g permits <strong>and</strong> other formal requirements enabl<strong>in</strong>g<br />
operations. A third <strong>of</strong> respondents mentioned this procedure to be difficult or very<br />
difficult. Compulsory certification procedures, <strong>in</strong>spection by controll<strong>in</strong>g authorities,<br />
bus<strong>in</strong>ess registration, as well as obta<strong>in</strong><strong>in</strong>g licenses were also seen as difficult by a<br />
quarter <strong>of</strong> all entrepreneurs at the time <strong>of</strong> the survey (late 2007/early 2008).<br />
Some <strong>of</strong> these issues tend to emerge as relatively troublesome <strong>in</strong> all transition economies<br />
<strong>and</strong> from that po<strong>in</strong>t <strong>of</strong> view, <strong>Azerbaijan</strong> faces similar SME development problems<br />
<strong>and</strong> may benefit from solutions successfully implemented elsewhere. Improvements<br />
<strong>in</strong> the bus<strong>in</strong>ess climate are well evident, yet bus<strong>in</strong>esses do layout the reform priorities<br />
as they perceive them (see the charts below).<br />
