Strategic approach<br />

A key challenge for the future will be achiev<strong>in</strong>g an <strong>in</strong>tegrated system<br />

that will function across the different jurisdictions that cover the coasts<br />

and estuaries <strong>of</strong> the North Sea region. In all <strong>of</strong> the countries, some<br />

degree <strong>of</strong> strategic approach <strong>in</strong> coastal plann<strong>in</strong>g exists. Susta<strong>in</strong>able<br />

development <strong>in</strong> recognition <strong>of</strong> the <strong>in</strong>terplay <strong>of</strong> natural and socioeconomic<br />

processes features strong <strong>in</strong> most <strong>of</strong> the decisions/activities<br />

and approaches.<br />

In Germany, strategic key pr<strong>in</strong>ciples and mechanism, which shall be<br />

addressed <strong>in</strong> the future, revolve around good <strong>in</strong>tegration, good<br />

participation and communication, and knowledge transfer. These four<br />

mechanisms are quoted to hold the potential to solve most <strong>of</strong> the<br />

conflict<strong>in</strong>g issues <strong>of</strong> space, water and labour. These shall be improved<br />

on national as well as on state and regional/local level. In the<br />

Netherlands, a strategic approach chosen for coastal flood protection<br />

is to give priority to sediment-based measures rather than artificial<br />

structures ‘s<strong>of</strong>t wherever possible, hard only where necessary’. This<br />

supports ‘dynamic preservation’ by allow<strong>in</strong>g natural processes to be<br />
