Strategic Approach<br />

In all five countries there was a spatial plann<strong>in</strong>g <strong>in</strong> place that served<br />

as the basis for further development <strong>of</strong> coastal plann<strong>in</strong>g. While<br />

France is go<strong>in</strong>g to adapt its spatial plann<strong>in</strong>g towards an <strong>ICZM</strong>, Ireland<br />

has <strong>in</strong>corporated <strong>ICZM</strong> as strategic goals <strong>in</strong> its spatial plann<strong>in</strong>g<br />

already <strong>in</strong> place and valid until 2020. UK will <strong>in</strong>corporate <strong>ICZM</strong> to a<br />

large extent <strong>in</strong>to the Mar<strong>in</strong>e Bill to be developed still and not foreseeable<br />

when this Mar<strong>in</strong>e Bill will come. The only countries from this<br />

regional sea that have used a strategic approach to formulate a new<br />

<strong>ICZM</strong> policy are Portugal and Spa<strong>in</strong>, Portugal is still <strong>in</strong> the phase <strong>of</strong><br />

preparation <strong>of</strong> a strategy and be<strong>in</strong>g beh<strong>in</strong>d Spa<strong>in</strong> that is already go<strong>in</strong>g<br />

to implement first actions <strong>in</strong> 2006. On a the regional sea's level a<br />

strategic approach is limited to bilateral developments, where Spa<strong>in</strong><br />

plays a slightly advanced role.<br />

Participatory Methods<br />

The use <strong>of</strong> participatory methods <strong>in</strong> the development <strong>of</strong> the national<br />

strategy is low <strong>in</strong> general, and even less on the regional sea's level.<br />

In UK the new Mar<strong>in</strong>e Bill will be discussed widely and a participatory<br />

approach could be happen<strong>in</strong>g, <strong>in</strong> the other countries the national<br />

strategies have been developed <strong>in</strong> a traditional way, i.e. a centralistic<br />

top down process without consultation <strong>of</strong> all stakeholders. There are<br />

no organisational <strong>in</strong>struments among the different corporations, there<br />

is no participation through shared responsibilities and the different<br />
