• Slovenia submitted a national report to<br />

EU, but it does not conta<strong>in</strong> a formal national<br />

<strong>ICZM</strong> strategy.<br />

• The efforts <strong>of</strong> Slovenia are assessed as<br />

equivalent to a national <strong>ICZM</strong> strategy due<br />

to the establishment and successful<br />

runn<strong>in</strong>g <strong>of</strong> two major programmes, i.e. the<br />

Regional Development Programme (2002-<br />

2006) and the <strong>Coastal</strong> Area <strong>Management</strong><br />

Programme Slovenia (CAMP Slovenia)<br />

(2004-2006).<br />

In Slovenia several positive features with<br />

respect to <strong>ICZM</strong> can be noticed. These are:<br />

• A high political commitment, expressed on<br />

the national and regional levels.<br />

• A broad support <strong>of</strong> an <strong>in</strong>tegrated approach<br />

to development and regard for environmental<br />

issues.<br />

• The existence <strong>of</strong> an appropriate legal<br />

framework.<br />

• The existence <strong>of</strong> suitable <strong>in</strong>stitutions on<br />

the regional level (regional development<br />

agencies and others)<br />

• A high level <strong>of</strong> regional experience <strong>in</strong> an<br />

<strong>in</strong>tegrated approach to development.<br />

• No local government structure is yet<br />

developed, therefore the l<strong>in</strong>kage between<br />

region and local level is dom<strong>in</strong>ated by the<br />

regional and national level.<br />

• There are quite a number <strong>of</strong> new laws and<br />

lack <strong>of</strong> experience on how to implement<br />

them.<br />

Spa<strong>in</strong><br />

<br />

(II)<br />

• A national report was submitted conta<strong>in</strong><strong>in</strong>g<br />

a national <strong>ICZM</strong> strategy. First steps <strong>of</strong><br />

implementation have started.<br />

• Conv<strong>in</strong>c<strong>in</strong>g <strong>in</strong>itiatives, measures and<br />

activities are proposed that take account<br />

<strong>of</strong> the highly decentralized governmental<br />

structure <strong>of</strong> Spa<strong>in</strong> and the need for new<br />

multi-level governance <strong>in</strong>struments concerned<br />

with coastal management<br />

Ma<strong>in</strong> strategic elements <strong>of</strong> the National <strong>ICZM</strong><br />

Strategy consist <strong>of</strong><br />

• A „Director’s Plan for the Susta<strong>in</strong>ability <strong>of</strong><br />

the Coast“ is envisaged to be developed<br />

(which shall become an important policy<br />

and regulatory <strong>in</strong>strument support<strong>in</strong>g the<br />

already exist<strong>in</strong>g and to quite some extent<br />

successful 1988 Shores Act (Ley de<br />

Costas))<br />

• Full implementation only <strong>in</strong> 2008<br />

• While the strategy foresees participatory<br />

elements sufficiently, the strategy itself was<br />

not worked out <strong>in</strong> a conv<strong>in</strong>c<strong>in</strong>g participatory<br />

manner.<br />

• Sett<strong>in</strong>g up the Susta<strong>in</strong>ability Observatory<br />

for the Spanish coast (to monitor coastal<br />

processes and management)<br />

• Conclud<strong>in</strong>g cooperation agreements and<br />

follow<strong>in</strong>g arrangements with the autonomous<br />

communities (to create new vertical<br />

coord<strong>in</strong>at<strong>in</strong>g mechanisms)<br />

• Establish<strong>in</strong>g a National <strong>Coastal</strong> Council<br />

(creat<strong>in</strong>g new important horizontal and<br />

vertical coord<strong>in</strong>at<strong>in</strong>g mechanisms <strong>in</strong>volv<strong>in</strong>g<br />

all important stakeholders)<br />

• Convert<strong>in</strong>g coastal land for protection and<br />

restoration<br />

• Back<strong>in</strong>g up management by efforts <strong>in</strong><br />

research, development and <strong>in</strong>novation<br />

activities<br />

• Creat<strong>in</strong>g awareness and promot<strong>in</strong>g<br />

education and capacity build<strong>in</strong>g for coastal<br />

management.<br />
