3 Methodology Overview<br />

Rationale<br />

A multifaceted task as the <strong>ICZM</strong> <strong>Evaluation</strong> <strong>in</strong> Europe requires a<br />

careful consideration <strong>of</strong> methodology. The consortium partners are<br />

also well aware <strong>of</strong> the strategic, pr<strong>of</strong>essional and operational needs <strong>of</strong><br />

the <strong>ICZM</strong> <strong>Evaluation</strong>.<br />

Based on our experience <strong>in</strong> similar exercises on the European level<br />

where we have applied a wide range <strong>of</strong> methodologies (<strong>in</strong>clud<strong>in</strong>g for<br />

example log-frame analysis, moderated focus techniques, Delphi,<br />

formal and <strong>in</strong>formal <strong>in</strong>terviews, focus group discussions, quantitative<br />

analysis, etc.) we are apply<strong>in</strong>g a "pragmatic mix" <strong>of</strong> methodologies<br />

and tools <strong>in</strong> order to capture the wide-rang<strong>in</strong>g aspects <strong>of</strong> the evaluation<br />

and the levels <strong>of</strong> implementation <strong>in</strong> the different countries.<br />

Basic features<br />

Our first major task was to def<strong>in</strong>e a co-ord<strong>in</strong>ated process <strong>of</strong> collect<strong>in</strong>g<br />

a very wide spectrum <strong>of</strong> <strong>in</strong>formation, then to condense it <strong>in</strong>creas<strong>in</strong>gly,<br />

focus on key aspects and prioritise f<strong>in</strong>ally on the def<strong>in</strong>ition <strong>of</strong> practical<br />

and unambiguous recommendations, consider<strong>in</strong>g also the feedback<br />

from the validation tasks.<br />

The evaluation consisted <strong>of</strong> five major activities:<br />

• Activity 1: Inception. Detailed work plann<strong>in</strong>g follow<strong>in</strong>g consultations<br />

with the European Commission, preparation <strong>of</strong><br />

overview and analysis <strong>of</strong> basic <strong>in</strong>formation, Kick-Off Meet<strong>in</strong>g<br />

& consultation with Steer<strong>in</strong>g Group; results f<strong>in</strong>alised <strong>in</strong> the Inception<br />

States and for acced<strong>in</strong>g and candidate countries<br />

• Activity 3: Complementary <strong>in</strong>formation collection &<br />

analysis. Key actor <strong>in</strong>terviews, questionnaire campaign<br />

among stakeholders, Interim Report, second consultation<br />

meet<strong>in</strong>g with Steer<strong>in</strong>g Group.<br />

• Activity 4: Validation <strong>of</strong> <strong>in</strong>terim recommendations. Major<br />

Validation Workshop, preparation <strong>of</strong> Draft F<strong>in</strong>al Report and<br />

third consultation with Steer<strong>in</strong>g Group.<br />

• Activity 5: Consolidation <strong>of</strong> results and recommendations.<br />

F<strong>in</strong>al <strong>in</strong>-depth analyses and comparisons, preparation<br />

<strong>of</strong> F<strong>in</strong>al Report.<br />

Dur<strong>in</strong>g each step a specific set <strong>of</strong> "tools" was used for data collection<br />

and <strong>in</strong>formation ref<strong>in</strong>ement.<br />

Close <strong>in</strong>teraction was sought with the European Commission’s<br />

Steer<strong>in</strong>g Group throughout the contract.<br />
