4.6 The Black Sea<br />

Three EU-acced<strong>in</strong>g/candidate countries have a coast with the Black<br />

Sea: Bulgaria, Romania, and Turkey. Until now only one Outl<strong>in</strong>e<br />

Strategy has been submitted by Romania that is form<strong>in</strong>g the basis <strong>of</strong><br />

a National <strong>ICZM</strong> Strategy and has been presented to the Romanian<br />

Parliament for approval. The Bulgarian evaluation has been based on<br />

ancillary <strong>of</strong>ficial documentation. Information regard<strong>in</strong>g coastal zone<br />

management <strong>in</strong> Turkey has been based on ancillary public <strong>in</strong>formation<br />

s<strong>in</strong>ce no National Report, or any other <strong>of</strong>ficial documentation has<br />

been submitted by the relevant Turkish authorities.<br />

4.6.1 <strong>Coastal</strong> <strong>Zone</strong>s and Major <strong>Coastal</strong> Issues<br />

The Black Sea country evaluations highlight commonalities and<br />

opportunities for their coastal zones. Ma<strong>in</strong> coastal issues <strong>in</strong>clude<br />

mar<strong>in</strong>e pollution, coastal erosion, landscape degradation, biodiversity<br />

loss, saltwater <strong>in</strong>trusion, over-settlement, lack <strong>of</strong> law enforcement and<br />

mass tourism, which are lead<strong>in</strong>g to accelerated, non-susta<strong>in</strong>able<br />

pressures to the coastal zone.<br />

Other regional issues <strong>in</strong>clude non-susta<strong>in</strong>able fisheries and agriculture,<br />

and land-use conflicts com<strong>in</strong>g from <strong>in</strong>tensive manufactur<strong>in</strong>g and<br />

services <strong>in</strong>dustrial activities (such as shipyards, m<strong>in</strong>eral extraction<br />

and energy generat<strong>in</strong>g plants) along the coast, mar<strong>in</strong>e pollution and<br />
