<strong>Evaluation</strong> <strong>of</strong> <strong>Integrated</strong> <strong>Coastal</strong> <strong>Zone</strong> <strong>Management</strong> (<strong>ICZM</strong>) <strong>in</strong> Europe – F<strong>in</strong>al Report<br />

Eight Pr<strong>in</strong>ciples <strong>of</strong> Good <strong>ICZM</strong><br />

Pr<strong>in</strong>ciple 1:<br />

A broad overall perspective (thematic and geographic) which will take <strong>in</strong>to account the<br />

<strong>in</strong>terdependence and disparity <strong>of</strong> natural systems and human activities with an impact on<br />

coastal areas.<br />

Pr<strong>in</strong>ciple 2:<br />

A long-term perspective which will take <strong>in</strong>to account the precautionary pr<strong>in</strong>ciple and the<br />

needs <strong>of</strong> present and future generations.<br />

Pr<strong>in</strong>ciple 3:<br />

Adaptive management dur<strong>in</strong>g a gradual process which will facilitate adjustment as problems<br />

and knowledge develop. This implies the need for a sound scientific basis concern<strong>in</strong>g the<br />

evolution <strong>of</strong> the coastal zone.<br />

Pr<strong>in</strong>ciple 4:<br />

Local specificity and the great diversity <strong>of</strong> European coastal zones, which will make it<br />

possible to respond to their practical needs with specific solutions and flexible measures.<br />

Pr<strong>in</strong>ciple 5:<br />

Work<strong>in</strong>g with natural processes and respect<strong>in</strong>g the carry<strong>in</strong>g capacity <strong>of</strong> ecosystems, which<br />

will make human activities more environmentally friendly, socially responsible and economically<br />

sound <strong>in</strong> the long run.<br />

Pr<strong>in</strong>ciple 6:<br />

Involv<strong>in</strong>g all the parties concerned (economic and social partners, the organisations represent<strong>in</strong>g<br />

coastal zone residents, non-governmental organisations and the bus<strong>in</strong>ess sector) <strong>in</strong><br />

the management process, for example by means <strong>of</strong> agreements and based on shared<br />

responsibility.<br />

Pr<strong>in</strong>ciple 7:<br />

Support and <strong>in</strong>volvement <strong>of</strong> relevant adm<strong>in</strong>istrative bodies at national, regional and local<br />

level between which appropriate l<strong>in</strong>ks should be established or ma<strong>in</strong>ta<strong>in</strong>ed with the aim <strong>of</strong><br />

improved coord<strong>in</strong>ation <strong>of</strong> the various exist<strong>in</strong>g policies. Partnership with and between regional<br />

and local authorities should apply when appropriate.<br />

Pr<strong>in</strong>ciple 8:<br />

Use <strong>of</strong> a comb<strong>in</strong>ation <strong>of</strong> <strong>in</strong>struments designed to facilitate coherence between sectoral policy<br />

objectives and coherence between plann<strong>in</strong>g and management.<br />

<strong>Evaluation</strong> Methodology (Chapter 3)<br />

The <strong>Evaluation</strong> Team has undertaken a comprehensive <strong>in</strong>formation<br />

collection campaign, <strong>in</strong>clud<strong>in</strong>g country-case assessments <strong>of</strong> all<br />

coastal Members States and Accession Countries, screen<strong>in</strong>g <strong>of</strong> a<br />

wide range <strong>of</strong> policy documents, face-to-face <strong>in</strong>terviews with key<br />

stakeholders, and a widely distributed stakeholder questionnaire.<br />

Interviews were primarily telephone <strong>in</strong>terviews, but also a limited<br />

amount <strong>of</strong> personal/face-to-face <strong>in</strong>terviews were carried out. They<br />

follow pre-determ<strong>in</strong>ed <strong>in</strong>terview guidel<strong>in</strong>es (see Annex C) with a<br />

common section, and stakeholder group-specific parts. Full confiden-<br />
