<strong>Evaluation</strong> <strong>of</strong> <strong>Integrated</strong> <strong>Coastal</strong> <strong>Zone</strong> <strong>Management</strong> (<strong>ICZM</strong>) <strong>in</strong> Europe – F<strong>in</strong>al Report<br />

Mediterranean Region<br />

Overall progress <strong>in</strong> implement<strong>in</strong>g a national <strong>ICZM</strong> strategy varies to a<br />

great extent and can formally only be reported for four cases, i.e.<br />

Malta, France, Slovenia and Spa<strong>in</strong>. The other Mediterranean states<br />

have not formally responded to the <strong>ICZM</strong> recommendation.<br />

In Malta, two years <strong>of</strong> implementation are stated. Slovenia, hav<strong>in</strong>g a<br />

short coast <strong>of</strong> 50 km, has implemented several highly successful<br />

regional development <strong>in</strong>itiatives with strong <strong>ICZM</strong> content s<strong>in</strong>ce 2002<br />

and will cont<strong>in</strong>ue the implementation process <strong>in</strong> the com<strong>in</strong>g years.<br />

France <strong>in</strong>tends to start the first tangible step <strong>of</strong> <strong>ICZM</strong> activities <strong>in</strong> this<br />

year <strong>of</strong> 2006 by establish<strong>in</strong>g a National Council for the Coast with the<br />

responsibility for <strong>in</strong>tegrated coastal management. In Spa<strong>in</strong>, formal<br />

actions from the <strong>ICZM</strong> strategy have to some extent started <strong>in</strong> 2006,<br />

but are planned to be implemented <strong>in</strong> full <strong>in</strong> 2008 5 .<br />

The reasons for this strong variation <strong>of</strong> the general progress <strong>in</strong><br />

implementation are summarized <strong>in</strong> the follow<strong>in</strong>g:<br />

Malta prepared its strategy prior to 2004 as one <strong>of</strong> the activities<br />

lead<strong>in</strong>g to EU accession which was an important <strong>in</strong>centive to look <strong>in</strong>to<br />

<strong>ICZM</strong> issues on the national level. Spa<strong>in</strong> <strong>in</strong>vested substantial efforts<br />

<strong>in</strong>to produc<strong>in</strong>g a national strategy and just started to implement it.<br />

However, it appears that for a full implementation <strong>of</strong> <strong>ICZM</strong>, Spa<strong>in</strong> is<br />

await<strong>in</strong>g the outcome <strong>of</strong> the EU review<strong>in</strong>g the <strong>ICZM</strong> process <strong>in</strong><br />

Europe at the end <strong>of</strong> 2006 s<strong>in</strong>ce the full implementation is only<br />

envisaged for 2008. Greece has been active <strong>in</strong> draft<strong>in</strong>g <strong>of</strong> a Special<br />

Framework <strong>of</strong> Spatial Plann<strong>in</strong>g and Susta<strong>in</strong>able Development <strong>of</strong> the<br />

<strong>Coastal</strong> Areas, call<strong>in</strong>g for coord<strong>in</strong>ation, compatibility <strong>of</strong> sectoral<br />

policies and efficiency <strong>of</strong> <strong>in</strong>frastructures. France did not submit a<br />

formal national <strong>ICZM</strong> strategy. An equivalent document was<br />

elaborated largely <strong>in</strong>dependent <strong>of</strong> the EU <strong>ICZM</strong> Recommendation.<br />

In Cyprus, Greece and Turkey the capacity <strong>of</strong> organizations and<br />

pr<strong>of</strong>essionals to work out a national <strong>ICZM</strong> strategy appears to be<br />

rather limited. This is compounded with other factors such as<br />

conflict<strong>in</strong>g <strong>in</strong>terests between ma<strong>in</strong> stakeholders.<br />

A f<strong>in</strong>al group <strong>of</strong> countries (Croatia, Italy and Turkey) did not submit a<br />

national strategy. Of these, two were previously not required to<br />

provide a strategy (Croatia and Turkey). Most noteworthy <strong>in</strong> this latter<br />

group is the lack <strong>of</strong> <strong>ICZM</strong> activities <strong>in</strong> Italy. Be<strong>in</strong>g geographical central<br />

<strong>in</strong> the Mediterranean area with a very important and long coastal<br />

zone and <strong>of</strong> paramount political importance <strong>in</strong> the European context,<br />

this lack is a po<strong>in</strong>t <strong>of</strong> concern. One impediment for Italy might be the<br />

highly decentralized nature <strong>of</strong> the country vest<strong>in</strong>g almost all coastal<br />

plann<strong>in</strong>g and management to lower tiers <strong>of</strong> adm<strong>in</strong>istration and<br />

possibly lur<strong>in</strong>g national level government <strong>in</strong>to a position <strong>of</strong> not hav<strong>in</strong>g<br />

a mandate. On the other hand, a quasi-federal, highly decentralized<br />
