4.4 The Atlantic Coast<br />

The follow<strong>in</strong>g European Member States are border<strong>in</strong>g the Atlantic<br />

Ocean: United K<strong>in</strong>gdom, Ireland, France, Spa<strong>in</strong> and Portugal. So far,<br />

four countries have submitted a report on their strategy for <strong>ICZM</strong> at<br />

the national level: France, UK, Spa<strong>in</strong> and Portugal - the reports <strong>of</strong> the<br />

last three <strong>in</strong>clude a chapter on stocktak<strong>in</strong>g. Ireland has not delivered<br />

a report but has rather a National Spatial Strategy <strong>in</strong> place.<br />

4.4.1 <strong>Coastal</strong> <strong>Zone</strong>s and Major <strong>Coastal</strong> Issues<br />

The Atlantic coast <strong>in</strong> the respective countries is very diverse and all<br />

k<strong>in</strong>ds <strong>of</strong> coast occur: Sandy beaches, rocky shores, estuaries etc.<br />

This makes it difficult <strong>in</strong> some areas to give a sound def<strong>in</strong>ition <strong>of</strong> the<br />

coastal zone. The five countries <strong>in</strong>cluded here have thus come to<br />

quite different approaches how to def<strong>in</strong>e the coastal zone and coastal<br />

issues and where to set the limitations.<br />

In France the coastal zone is not delimited by a fixed boundary<br />

def<strong>in</strong>ition. With<strong>in</strong> the Law Littoral (86-2) the coast – littoral - means<br />

the territory <strong>of</strong> coastal "communes", but this is based on land plann<strong>in</strong>g<br />

and not on mar<strong>in</strong>e regulations where the sea bottom cannot be<br />

considered as part <strong>of</strong> a commune’s territory. Over the past generation<br />

there has been a marked change from traditional <strong>in</strong>dustries (centred<br />

on fisheries and agriculture) to tourism, a place for retirement and<br />
