conservation and rehabilitation actions is be<strong>in</strong>g done <strong>in</strong><br />

support <strong>of</strong> dedicated action-oriented projects.<br />

Reasons for Differences <strong>in</strong> the Progress to Introduce and<br />

Implement <strong>ICZM</strong> <strong>in</strong> Europe<br />

There are several important factors which <strong>in</strong>dividually, <strong>in</strong> conjunction<br />

or <strong>in</strong> conflict with each other either support or hamper progress <strong>of</strong><br />

<strong>ICZM</strong> <strong>in</strong> Europe.<br />

The ma<strong>in</strong> success factors for progress <strong>in</strong> <strong>ICZM</strong> are:<br />

• Small size and high importance <strong>of</strong> coast <strong>in</strong> relation to total<br />

size <strong>of</strong> country<br />

• A proper allocation <strong>of</strong> competences, functions and tasks<br />

between central and lower state levels<br />

• Leadership or at least a dedicated caretaker role (“political<br />

will”) by the national level driv<strong>in</strong>g and/or coord<strong>in</strong>at<strong>in</strong>g <strong>ICZM</strong><br />

• Connect<strong>in</strong>g on-go<strong>in</strong>g adm<strong>in</strong>istrative and governance changes<br />

with<strong>in</strong> Member States with necessities <strong>of</strong> <strong>ICZM</strong><br />

• Utiliz<strong>in</strong>g and strengthen<strong>in</strong>g exist<strong>in</strong>g territorial plann<strong>in</strong>g and<br />

management <strong>in</strong>stitutions (e.g. from spatial plann<strong>in</strong>g) for <strong>ICZM</strong><br />

• National, regional and local levels work<strong>in</strong>g <strong>in</strong> connection with<br />

regional seas <strong>in</strong>itiatives<br />

• <strong>ICZM</strong> projects, programmes and <strong>in</strong>itiatives show<strong>in</strong>g benefits<br />

to and <strong>in</strong>creas<strong>in</strong>g communication among stakeholders<br />

• Reliable fund<strong>in</strong>g for <strong>ICZM</strong> <strong>in</strong>itiatives with a medium- to longterm<br />

time frame<br />

• Qualified personnel and management on all levels<br />

conversant with <strong>ICZM</strong><br />

• Strong civil society organizations promot<strong>in</strong>g environmental<br />

affairs.<br />

The ma<strong>in</strong> fail factors for progress <strong>in</strong> <strong>ICZM</strong> are:<br />

• Unclear distribution <strong>of</strong> functions between national and lower<br />

levels <strong>of</strong> government with national government not feel<strong>in</strong>g “<strong>in</strong>charge”<br />

<strong>of</strong> <strong>ICZM</strong><br />

• <strong>ICZM</strong> <strong>in</strong>troduction com<strong>in</strong>g at the wrong time (when the<br />

respective country is undergo<strong>in</strong>g major reforms that organize<br />

the larger structure)<br />

• Countries (purportedly) claim<strong>in</strong>g that <strong>ICZM</strong> is sufficiently<br />

be<strong>in</strong>g taken care <strong>of</strong> by spatial plann<strong>in</strong>g <strong>in</strong>stitutions<br />
