2 Guide to the Reader<br />

This <strong>Evaluation</strong> Report is the conclud<strong>in</strong>g documentation <strong>of</strong> the<br />

<strong>Evaluation</strong> <strong>of</strong> <strong>Integrated</strong> <strong>Coastal</strong> <strong>Zone</strong> <strong>Management</strong> (<strong>ICZM</strong>) <strong>in</strong><br />

Europe.<br />

The ma<strong>in</strong> objective <strong>of</strong> the <strong>Evaluation</strong> has been to provide an evaluation<br />

report on the implementation <strong>of</strong> prospects for <strong>ICZM</strong> <strong>in</strong> the EU. In<br />

particular, the <strong>Evaluation</strong> Team <strong>of</strong> Rupprecht Consult – Forschung &<br />

Beratung GmbH (Cologne, Germany) and the International Ocean<br />

Institute (Gzira, Malta) has been contracted to:<br />

<strong>Evaluation</strong><br />

on the <strong>ICZM</strong><br />

implementation<br />

<strong>in</strong> Europe<br />

• evaluate the implementation <strong>of</strong> the EU <strong>ICZM</strong> Recommendation<br />

(2002/413/EC);<br />

• evaluate the added-value <strong>of</strong> <strong>ICZM</strong> <strong>in</strong> the context <strong>of</strong> relevant<br />

exist<strong>in</strong>g and evolv<strong>in</strong>g Community policies and legislation;<br />

• identify where a need for further action exists as regards to<br />

coastal zone policy and<br />

• ultimately provide recommendations for further relevant action<br />

at the Community level.<br />

The <strong>Evaluation</strong> Report covers <strong>in</strong> a comprehensive manner the<br />

evaluation methodology used (chapter 3), trends <strong>in</strong> <strong>ICZM</strong> implementation<br />

<strong>in</strong> Europe (chapter 4), and the added-value <strong>of</strong> <strong>ICZM</strong> <strong>in</strong> the<br />

context <strong>of</strong> relevant exist<strong>in</strong>g and evolv<strong>in</strong>g EU policies and legislation<br />

(chapter 5). The <strong>Evaluation</strong> report culm<strong>in</strong>ates <strong>in</strong> conclusions and<br />

recommendations (chapter 6).<br />

It is anticipated that, <strong>in</strong> addition to other coastal stakeholders <strong>in</strong>terested<br />

<strong>in</strong> the evaluation results, this report will primarily be <strong>of</strong> <strong>in</strong>terest<br />

to:<br />

• Political decision makers, <strong>in</strong> particular the Members <strong>of</strong> the<br />

European Parliament and Council<br />

• The European Commission, <strong>in</strong> particular the <strong>ICZM</strong> Steer<strong>in</strong>g<br />

Group<br />

• National Report<strong>in</strong>g Agencies and M<strong>in</strong>istries, <strong>in</strong>clud<strong>in</strong>g Members<br />

<strong>of</strong> the EC’s <strong>ICZM</strong> Expert Group<br />

• Regional and local <strong>ICZM</strong> implementers<br />

• <strong>ICZM</strong> project partners and potential applicants<br />
