4.2 The Baltic Sea<br />

Eight EU member countries have a coast with the Baltic Sea:<br />

Denmark, Estonia, F<strong>in</strong>land, Germany, Latvia, Lithuania, Poland and<br />

Sweden. Of these countries, seven submitted a report or M<strong>in</strong>isterial<br />

statement on their respective progress towards implementation <strong>of</strong> the<br />

<strong>ICZM</strong> Recommendation (2002/413/EC), namely Denmark, F<strong>in</strong>land,<br />

Germany, Latvia, Lithuania, Poland and Sweden (see Figure 4). The<br />

assessment outcome <strong>of</strong> these reports, <strong>in</strong> addition to ancillary<br />

<strong>in</strong>formation collected to support, <strong>in</strong> many cases, a lack <strong>of</strong> detail on<br />

national situations, forms the basis for the follow<strong>in</strong>g evaluation for the<br />

region.<br />

4.2.1 <strong>Coastal</strong> <strong>Zone</strong>s and Major <strong>Coastal</strong> Issues<br />

Whereas <strong>in</strong> the low-ly<strong>in</strong>g south-west part <strong>of</strong> the Baltic sandy beaches<br />

and cliffs, dunes and lagoons/bodden are the dom<strong>in</strong>ant coastal<br />

features (Denmark, Germany, Poland, Lithuania, Estonia and Latvia)<br />

the north-eastern part displays the typical Nordic rocky skerry<br />

landscape (Sweden, F<strong>in</strong>land). These two different natural sett<strong>in</strong>gs<br />

provoked a different view <strong>of</strong> the coast; e.g. Sweden and F<strong>in</strong>land be<strong>in</strong>g<br />

not dom<strong>in</strong>antly concerned about erosion and sea-level rise, whereas<br />

the southern States are fac<strong>in</strong>g the problem <strong>of</strong> erosion, climate change<br />

and sea-level rise for quite some time. This implies that there are<br />
