Questions concern<strong>in</strong>g the situation <strong>of</strong> <strong>Coastal</strong> <strong>Zone</strong> <strong>Management</strong><br />

One <strong>of</strong> the objectives <strong>of</strong> the evaluation is to verify if and how far a stocktak<strong>in</strong>g process has been performed.<br />

We understand stocktak<strong>in</strong>g as a thorough situation analysis, a description <strong>of</strong> the prevail<strong>in</strong>g coastal<br />

conditions, their natural as well as social dimensions, and coastal challenges and opportunities.<br />

So <strong>in</strong> this question block, we are seek<strong>in</strong>g for an additional expert op<strong>in</strong>ion about the status <strong>of</strong> the country's<br />

coast and its management.<br />

2a) What are the major coastal issues <strong>of</strong> your country?<br />

<strong>Coastal</strong> issues are problems (e.g. pollution, competition for space) and opportunities (e.g. w<strong>in</strong>d energy,<br />

tourism, and aquaculture).<br />

For long coastl<strong>in</strong>es we suggest to divide the coast <strong>in</strong>to segments and provide <strong>in</strong>formation only for major<br />

segments and issues.<br />

Is the management <strong>of</strong> <strong>in</strong>sular coastal regions considered to be an important issue for your country? Is this<br />

reflected <strong>in</strong> the national strategy?<br />

2b) In your op<strong>in</strong>ion, what are the most relevant legislative frames and measures, and policies?<br />

What are the ma<strong>in</strong> legal <strong>in</strong>struments (laws, regulations) govern<strong>in</strong>g the development <strong>in</strong> coastal zones?<br />

Consider ma<strong>in</strong>ly national and sub-national levels, however if important also <strong>in</strong>clude global and regional<br />

(supra-national) levels.<br />

2c) Which adm<strong>in</strong>istrative levels are <strong>in</strong>volved <strong>in</strong> coastal management <strong>in</strong> your country?<br />

Describe the degree <strong>of</strong> decentralization and the general division <strong>of</strong> functions between central state and<br />

peripheral governments as for example <strong>in</strong> federal or quasi-federal states versus centrally organized states<br />

and how this relates to coastal zone management.<br />

Who is responsible on the government side for regional and/or coastal development?<br />

Has a l<strong>in</strong>k been established between spatial plann<strong>in</strong>g and <strong>ICZM</strong>?<br />

Are the <strong>in</strong>stitutions on the different levels nested with<strong>in</strong> a coherent structure? Are decision-mak<strong>in</strong>g<br />

responsibilities clearly def<strong>in</strong>ed for each <strong>in</strong>stitutional level?<br />
