<strong>Evaluation</strong> <strong>of</strong> <strong>Integrated</strong> <strong>Coastal</strong> <strong>Zone</strong> <strong>Management</strong> (<strong>ICZM</strong>) <strong>in</strong> Europe – F<strong>in</strong>al Report<br />

(HELCOM) and is consequently be<strong>in</strong>g implemented by participat<strong>in</strong>g<br />

member countries. Their establishment can further support the spatial<br />

plann<strong>in</strong>g <strong>of</strong> sea areas. The Natura2000 Directive also <strong>of</strong>fers <strong>in</strong>terregional<br />

cooperation opportunities. All Baltic Sea States are part <strong>of</strong><br />

the HELCOM conventions concern<strong>in</strong>g the protection <strong>of</strong> the mar<strong>in</strong>e<br />

environment. Baltic 21 and the Committee responsible for the Vision<br />

and Strategies around the Baltic Sea 2010 Committee - VASAB 2010<br />

(see next section) are actively support<strong>in</strong>g the <strong>ICZM</strong> Recommendation<br />

implementation process.<br />

Community INTERREG Initiatives concern<strong>in</strong>g cooperation on Spatial<br />

Plann<strong>in</strong>g and Regional Development also <strong>of</strong>fer tangible cooperative<br />

structures. The INTERREG IIIB project SEAREG 23 , Sea Level<br />

Change Affect<strong>in</strong>g the Spatial Development <strong>in</strong> the Baltic Sea Region,<br />

is a case <strong>in</strong> po<strong>in</strong>t that aimed at strengthen<strong>in</strong>g the l<strong>in</strong>kages between<br />

coastal plann<strong>in</strong>g and decision-mak<strong>in</strong>g for different sea level change<br />

scenarios affect<strong>in</strong>g the Baltic countries.<br />

Inter-regional organisations such as the pan-European Platform for<br />

<strong>Coastal</strong> Research Coord<strong>in</strong>ation Action (ENCORA), the Project <strong>ICZM</strong>-<br />

Oder, Research for an <strong>ICZM</strong> <strong>in</strong> the German Oder Estuary Region,<br />

EUCC (The <strong>Coastal</strong> Union), the academic/research organisation<br />

EUROCOAST, WWF-Baltic Programme, Coalition Clean Baltic, and<br />

the Polish-Netherlands <strong>ICZM</strong> Workshops also exist, and are important<br />

channels <strong>of</strong> cooperation; however their result<strong>in</strong>g impact on regional<br />

coastal issues has rema<strong>in</strong>ed weak.<br />

At the local level, several <strong>in</strong>ter-regional organisations exist on various<br />

levels. The F<strong>in</strong>nish Regional Council, for example, coord<strong>in</strong>ates<br />

municipality-level policies, while the coord<strong>in</strong>ation <strong>of</strong> <strong>in</strong>dividual regional<br />

councils takes place on a governmental level <strong>in</strong> the form <strong>of</strong> sectoral<br />

framework plans. Also, regions and regional councils actively <strong>in</strong>teract<br />

with other regions <strong>in</strong> neighbour<strong>in</strong>g States. The creation <strong>of</strong> the Baltic<br />

Sea Region <strong>ICZM</strong> Platform, founded <strong>in</strong> 2003, is another cooperative<br />

structure with the task to cont<strong>in</strong>ue support<strong>in</strong>g the work done <strong>in</strong> the<br />

<strong>in</strong>dividual countries by exchang<strong>in</strong>g <strong>in</strong>formation about <strong>ICZM</strong> work<br />

among the regional States and Baltic-wide organisations. Additionally,<br />

bilateral agreements between EU and Non-EU States also exist, such<br />

as between Lithuania and the Russian Federation, for the management<br />

<strong>of</strong> coastal lagoons.<br />

Interconnectedness to Regional Development Plann<strong>in</strong>g Mechanisms<br />

On the regional level, the HELCOM Convention for the Baltic Sea<br />

region is a most prom<strong>in</strong>ent legal agreement on the protection <strong>of</strong><br />

mar<strong>in</strong>e waters <strong>in</strong> a supra-national scale, l<strong>in</strong>k<strong>in</strong>g all the Baltic States<br />

together and provid<strong>in</strong>g added impetus <strong>in</strong> fields such as pollution<br />

control and spatial plann<strong>in</strong>g.<br />

This Baltic-wide coord<strong>in</strong>ation with<strong>in</strong> HELCOM, which was <strong>in</strong>itiated by<br />

F<strong>in</strong>land, <strong>of</strong>fers a strong connection to regional development. In 1996,<br />

the Prime M<strong>in</strong>isters <strong>of</strong> the Baltic Sea Region took the <strong>in</strong>itiative to<br />
