<strong>Evaluation</strong> <strong>of</strong> <strong>Integrated</strong> <strong>Coastal</strong> <strong>Zone</strong> <strong>Management</strong> (<strong>ICZM</strong>) <strong>in</strong> Europe – F<strong>in</strong>al Report<br />

concerns on a regional basis. Even if the coastl<strong>in</strong>e is not as "closed"<br />

as e.g. Baltic Sea or North Sea but a very open stretch with some<br />

embayments, a regional platform would be helpful to address<br />

common problems along this coast.<br />

Bulleted Summary <strong>of</strong> F<strong>in</strong>d<strong>in</strong>gs<br />

• No <strong>ICZM</strong> strategy has been implemented formally <strong>in</strong> the five<br />

countries. Only first steps have been taken. Spa<strong>in</strong> has targeted<br />

the full implementation for 2008.<br />

• Developed strategies are orig<strong>in</strong>at<strong>in</strong>g <strong>in</strong> most cases from spatial<br />

plann<strong>in</strong>g and have been converted <strong>in</strong>to <strong>ICZM</strong> with more or<br />

less conviction, suffer<strong>in</strong>g the historically founded sectoral perspective<br />

<strong>of</strong> the plann<strong>in</strong>g authorities.<br />

• Most strategy papers show clearly that the horizontal and<br />

vertical flow <strong>of</strong> <strong>in</strong>formation and participation has been neglected<br />

<strong>in</strong> former policies.<br />

• There is a gap between theory and practice <strong>in</strong> meet<strong>in</strong>g the<br />

pr<strong>in</strong>ciples <strong>of</strong> good <strong>ICZM</strong> <strong>in</strong> the countries' strategies. Several<br />

countries give the pr<strong>in</strong>ciples as goals for their <strong>ICZM</strong>, but the<br />

reports show that especially participation and communication<br />

have not been applied dur<strong>in</strong>g the development.<br />

• For most <strong>of</strong> the Atlantic coastl<strong>in</strong>e a holistic thematic and geographic<br />

perspective is <strong>in</strong> progress.<br />

• Good progress can be stated for pr<strong>in</strong>ciple 4 and 7, <strong>in</strong> which all<br />

countries fulfil the criteria fully or at least partly. The local specific<br />

context is well represented along the Atlantic coast and<br />

relevant adm<strong>in</strong>istrative bodies are <strong>in</strong>volved.<br />

• Application <strong>of</strong> adaptive management (Pr<strong>in</strong>ciple 3) has to be<br />

improved.<br />

• Only two countries do respect natural processes (Pr<strong>in</strong>ciple 5)<br />

<strong>in</strong> their strategies. Respect<strong>in</strong>g and work<strong>in</strong>g with natural processes<br />

needs a paradigm shift from high elaborated technical<br />

solutions to less <strong>in</strong>vasive methods to support natural regulat<strong>in</strong>g<br />

processes.<br />

• All countries have used a holistic and <strong>in</strong>tegrative approach to<br />

develop their strategy. Susta<strong>in</strong>able development is def<strong>in</strong>ed as<br />

a central goal.<br />

• Compared to other European seas, the Atlantic coast is lack<strong>in</strong>g<br />

a common regional policy to discuss and analyse problems<br />

and concerns on a regional basis.<br />
