5 Added-value <strong>of</strong> <strong>ICZM</strong> <strong>in</strong> the Context <strong>of</strong> Relevant Exist<strong>in</strong>g and<br />

Evolv<strong>in</strong>g EU Policies and Legislation<br />

In this chapter, selected policy and legal frameworks shall be<br />

analyzed, which are particularly important with respect to <strong>Integrated</strong><br />

<strong>Coastal</strong> <strong>Zone</strong> <strong>Management</strong> (<strong>ICZM</strong>). It is not <strong>in</strong>tended to analyze all<br />

possible frameworks that <strong>in</strong>teract with <strong>ICZM</strong>, but rather those that<br />

provide the range <strong>of</strong> the various <strong>in</strong>teractions that such frameworks<br />

have with <strong>ICZM</strong>.<br />

The short sections <strong>of</strong> selected policy and legal frameworks will<br />

conta<strong>in</strong> the objective <strong>of</strong> each respective framework, its ma<strong>in</strong> contents<br />

and the context to <strong>ICZM</strong>. It shall be exam<strong>in</strong>ed <strong>in</strong> which way <strong>ICZM</strong><br />

<strong>in</strong>teracts with the respective policy or legal framework and what <strong>ICZM</strong><br />

will additionally (“added-value”) contribute to that framework. The<br />

policy and legal frameworks shall be organized from general to<br />

specific as far as possible.<br />

The ma<strong>in</strong> theme will be on how policy and legal frameworks are able<br />

to <strong>in</strong>fluence resources to be used <strong>in</strong> a long-term susta<strong>in</strong>able way<br />

rather than <strong>in</strong> a short-term extractive manner.<br />

After the review <strong>of</strong> the various frameworks, it shall be elaborated <strong>in</strong><br />

which way <strong>ICZM</strong> adds value to evolv<strong>in</strong>g EU policies and legislation<br />

and conclud<strong>in</strong>g remarks shall be drawn.<br />

• The Planned Mar<strong>in</strong>e Strategy Directive<br />

• The Water Framework Directive (WFD) and Directly Related<br />

Directives (Urban Waste Water Treatment, Nitrate Directive,<br />

Dr<strong>in</strong>k<strong>in</strong>g Water Directive, Directive for <strong>Integrated</strong> Pollution and<br />

Prevention Control (IPPC)<br />

• Strategic Environmental Assessment (SEA) Directive<br />

• Environmental Impact Assessment (EIA) Directive<br />

• The Birds Directive<br />

• The Habitat Directive<br />

• Industrial Installations and the <strong>Integrated</strong> Pollution Prevention<br />

and Control Directive (IPPC)<br />

• Global Monitor<strong>in</strong>g for Environment and Security (GMES) and<br />

the Planned Directive for Spatial Information <strong>in</strong> the Community<br />

(INSPIRE)<br />
