The design <strong>of</strong> the country wide <strong>Coastal</strong> Area <strong>Management</strong> Project promises a holistic and<br />

<strong>in</strong>tegrated approach to future coastal management 24 .<br />

Inferr<strong>in</strong>g from the CAMP project a long-term perspective is assumed. Also <strong>in</strong> general spatial<br />

plann<strong>in</strong>g is embedded <strong>in</strong> long-term strategies and <strong>in</strong> national, meso- and mikro-level plans.<br />

Cyprus is a small country and an island. Thus there is a short “distance” between national and<br />

local level. The CAMP project is issue driven and look<strong>in</strong>g at the local context.<br />

In preparation <strong>of</strong> the CAMP project a diagnostic survey was made. The physical conditions <strong>of</strong> the<br />

coast were surveyed under the EU Programme MEDSP. The aim <strong>of</strong> the study was to establish<br />

criteria and methods for the protection as well as for the improvement <strong>of</strong> beaches and the coast.<br />

The observation <strong>of</strong> the participation pr<strong>in</strong>ciple is very much <strong>in</strong> l<strong>in</strong>e with the CAMP approach.<br />

The French strategy does consider the multiplicity <strong>of</strong> sectoral <strong>in</strong>terests and stakeholder diversity,<br />

as well as the need to consider geographically outside <strong>of</strong> the immediate coastal zone.<br />

A long-term perspective is implied at 50 years from other documents but is not explicitly outl<strong>in</strong>ed<br />

<strong>in</strong> the strategy document. Employment trends with<strong>in</strong> sectors and the coastal zone <strong>in</strong> general are<br />

described but how future trends might affect these are not considered. The impacts <strong>of</strong> climate<br />

change on exist<strong>in</strong>g processes and economies <strong>of</strong> the coastal zone are not considered. The<br />

precautionary pr<strong>in</strong>ciple is implied but not explicitly covered.<br />

The plann<strong>in</strong>g process proposed does <strong>in</strong>clude an iterative process and programmes are <strong>in</strong> place<br />

to collect economic, ecological and social data to be compiled with<strong>in</strong> database and GIS systems.<br />

A data policy is not <strong>in</strong>cluded.<br />

The document does recognise that different areas <strong>of</strong> the coast are impacted by different<br />

issues/problems and some case studies are presented although <strong>in</strong> a very sectoral context. The<br />

strategy has a strong emphasis on the local-level and the cultural diversity and <strong>in</strong>heritance <strong>of</strong><br />

communities acknowledged.<br />

Measures address<strong>in</strong>g carry<strong>in</strong>g-capacity <strong>of</strong> the coast from different sectors and re-establish<strong>in</strong>g<br />

natural function is be<strong>in</strong>g addressed through the quasi-governmental agency Conservatoire du<br />

Littoral, with a long experience on issues perta<strong>in</strong><strong>in</strong>g to coastal preservation through zon<strong>in</strong>g,<br />

community participation and <strong>in</strong>stitutional policies. It owns 13% <strong>of</strong> the French coastl<strong>in</strong>e and 150<br />

sites, which are under direct long-term protection by the Agency.<br />

24 Overall there is no national strategy <strong>in</strong> place yet. However, a <strong>Coastal</strong> Area <strong>Management</strong> Project (CAMP) has started<br />

countrywide <strong>in</strong> 2005. This project shall lead, amongst others, to a national strategy. On some <strong>in</strong>formation about this project<br />

and how it promises to be executed judgements were made about the observance <strong>of</strong> <strong>ICZM</strong> pr<strong>in</strong>ciples.<br />
