<strong>Evaluation</strong> <strong>of</strong> <strong>Integrated</strong> <strong>Coastal</strong> <strong>Zone</strong> <strong>Management</strong> (<strong>ICZM</strong>) <strong>in</strong> Europe – F<strong>in</strong>al Report<br />

Status Ma<strong>in</strong> achievements Ma<strong>in</strong> shortcom<strong>in</strong>gs<br />

• New <strong>in</strong>struments are proposed that are<br />

specifically focussed on <strong>in</strong>tegrat<strong>in</strong>g and<br />

coord<strong>in</strong>at<strong>in</strong>g between sectors and across<br />

geographical and spatial scales.<br />

• The strategy developed seeks to provide a<br />

cont<strong>in</strong>uum between national, regional and<br />

local adm<strong>in</strong>istrative levels <strong>in</strong> the governance<br />

procedures for the management <strong>of</strong><br />

the coastal zone.<br />

• A support<strong>in</strong>g programme <strong>of</strong> research and<br />

<strong>in</strong>formation technology is proposed to<br />

susta<strong>in</strong> the development and evolution <strong>of</strong><br />

new policy for the coastal zone.<br />

Greece<br />

<br />

• So far only a draft national report (“Draft<br />

Report <strong>of</strong> Greece on <strong>Coastal</strong> <strong>Zone</strong> <strong>Management</strong>”)<br />

was submitted.<br />

• Activities towards a more <strong>in</strong>tegrated<br />

plann<strong>in</strong>g and management <strong>of</strong> the coastal<br />

zones <strong>in</strong> Greece date from well before the<br />

EU Recommendation. This culm<strong>in</strong>ated <strong>in</strong><br />

a proposal for a special legal framework<br />

for the plann<strong>in</strong>g <strong>of</strong> coastal zones <strong>in</strong> 2002.<br />

However, the framework did not enter <strong>in</strong>to<br />

force, ma<strong>in</strong>ly due to the overlap with a 10<br />

year’s spatial plan. However, <strong>ICZM</strong> pr<strong>in</strong>ciples<br />

were <strong>in</strong>troduced <strong>in</strong> regional spatial<br />

plans (2003).<br />

• In the Greek report an <strong>Integrated</strong> Frame<br />

for <strong>Coastal</strong> <strong>Zone</strong> <strong>Management</strong> is <strong>in</strong>tended.<br />

• Plann<strong>in</strong>g and management <strong>of</strong> coastal and<br />

environmental matters is done mostly from<br />

a national, and regional level.<br />

• Decision procedures related to <strong>ICZM</strong> need<br />

to be more decentralized.<br />

• There is no proper horizontal and vertical<br />

nest<strong>in</strong>g <strong>of</strong> various adm<strong>in</strong>istrative levels.<br />

• Participation <strong>of</strong> stakeholders <strong>in</strong> <strong>ICZM</strong><br />

<strong>in</strong>itiatives is still lack<strong>in</strong>g very much. Appropriate<br />

mechanisms are be<strong>in</strong>g pursued to<br />

enhance stakeholder participation.<br />

• Comb<strong>in</strong>ation <strong>of</strong> actions <strong>of</strong> different<br />

stakeholders at the local level would be<br />

desirable; however <strong>of</strong>ten such local <strong>in</strong>itiatives<br />

lack adequate fund<strong>in</strong>g.<br />

• Italy did not submit a national report and<br />

there is no national <strong>ICZM</strong> strategy. This is<br />

possibly so because <strong>of</strong> a highly decentralized<br />

government system that sees <strong>ICZM</strong><br />

functions to be executed by regional and/or<br />

local governments <strong>in</strong>stead <strong>of</strong> the central,<br />

national government.<br />

• Some regions <strong>of</strong>fer support<strong>in</strong>g programmes<br />

<strong>of</strong> tra<strong>in</strong><strong>in</strong>g, education and communication<br />

for <strong>ICZM</strong>, but these programmes are lack<strong>in</strong>g<br />

especially at national level.<br />

Italy<br />

<br />

• Positive examples <strong>of</strong> <strong>ICZM</strong> can be found<br />

<strong>in</strong> regional and local efforts with some<br />

regions elaborat<strong>in</strong>g guidel<strong>in</strong>es for <strong>in</strong>tegrated<br />

coastal management (e.g. <strong>in</strong> the<br />

Emilia-Romagna Region).<br />

• Non-governmental organizations play an<br />

important role for environmental safeguard,<br />

among them the Italian branch <strong>of</strong><br />

the World Wildlife Fund, the Lega per l’<br />

Ambiente and Italia Nostra are the prom<strong>in</strong>ent<br />

ones.<br />

Malta<br />

• A national report was submitted. A<br />

Strategy (assessed as be<strong>in</strong>g equivalent to<br />

a National <strong>ICZM</strong> Strategy) was already<br />

developed <strong>in</strong> 2004 and shows first positive<br />

results. The Strategy was formulated as<br />

part <strong>of</strong> the revision <strong>of</strong> the Structure Plan<br />

for the Maltese Islands and was prepared<br />

prior to Malta’s accession to EU membership.<br />

Be<strong>in</strong>g part <strong>of</strong> the Structure Plan<br />

Review process, the Strategy is very well<br />

<strong>in</strong>tegrated <strong>in</strong> the spatial plann<strong>in</strong>g process.<br />

Ma<strong>in</strong> shortcom<strong>in</strong>gs <strong>of</strong> the Strategy h<strong>in</strong>ge on a<br />

too narrow spatial plann<strong>in</strong>g perspective. A<br />

greater emphasis on social, cultural and<br />

economic considerations and mechanisms is<br />

required <strong>in</strong>clud<strong>in</strong>g:<br />

• Threats from climate change effects.<br />

• Susta<strong>in</strong>able economic opportunities deriv<strong>in</strong>g<br />

from <strong>ICZM</strong>.<br />

• Employment options and opportunities.<br />

Ma<strong>in</strong> achievements <strong>of</strong> the Strategy:<br />

• Greater protection <strong>of</strong> the coastal<br />

environment <strong>in</strong>clud<strong>in</strong>g safeguard<strong>in</strong>g <strong>of</strong><br />

public access.<br />

• Increased basel<strong>in</strong>e data collection on<br />

coastal and mar<strong>in</strong>e areas.<br />

• A compilation <strong>of</strong> coastal eng<strong>in</strong>eer<strong>in</strong>g<br />

guidel<strong>in</strong>es and their use <strong>in</strong> assess<strong>in</strong>g<br />

coastal development options.<br />

• The successful implementation <strong>of</strong> a beach<br />

replenishment project.<br />

• Increased environmental monitor<strong>in</strong>g.<br />

• Improved coord<strong>in</strong>ation and communication<br />

between stakeholders.<br />

• Social and cultural system considerations.<br />

• F<strong>in</strong>ancial mechanisms and opportunities to<br />

fund <strong>in</strong>itiatives <strong>in</strong> the coastal zone, and<br />

• Identification <strong>of</strong> the roles <strong>of</strong> the different<br />

adm<strong>in</strong>istrative actors whose competence<br />

<strong>in</strong>cludes activities or resources related to<br />

the coastal zone as well as mechanisms for<br />

their coord<strong>in</strong>ation.<br />
