4.7.2 Benefits <strong>of</strong> Implementation<br />

Overall, <strong>ICZM</strong> implementation has shown a beneficial impact for the<br />

coastal management <strong>in</strong> Europe.<br />

Awareness creation for long-term and large scale impacts<br />

The implementation <strong>of</strong> the eight "Pr<strong>in</strong>ciples <strong>of</strong> good <strong>ICZM</strong>" as<br />

promoted <strong>in</strong> the EU-Recommendation has created new awareness<br />

and a higher level <strong>of</strong> preparedness at the regional level regard<strong>in</strong>g<br />

long-term challenges and scenarios. Although some countries with a<br />

long history <strong>of</strong> coastal protection are aware <strong>of</strong> processes such as sea<br />

level rise, <strong>in</strong>creased frequency <strong>of</strong> storm events or climate change, the<br />

<strong>ICZM</strong>- based holistic approach and the precautionary pr<strong>in</strong>ciple will<br />

improve further coastal management and br<strong>in</strong>g positive effects on the<br />

awareness and the level <strong>of</strong> preparedness at the regional level<br />

regard<strong>in</strong>g long-term challenges.<br />

Chang<strong>in</strong>g our m<strong>in</strong>ds and practices<br />

The EU <strong>ICZM</strong> recommendation has <strong>in</strong>itiated a reth<strong>in</strong>k<strong>in</strong>g and has<br />

fostered a fresh view on coastal issues <strong>in</strong> various policy contexts:<br />

• The regional sea perspective underl<strong>in</strong>es the rational to have a<br />

holistic, broad geographical view on the coastal zone <strong>in</strong>clud<strong>in</strong>g<br />

transboundary issues and the Exclusive Economic <strong>Zone</strong> (EEZ)<br />

s<strong>in</strong>ce emerg<strong>in</strong>g patterns <strong>of</strong> coupled land and sea use cannot be<br />

seen <strong>in</strong> isolation but are l<strong>in</strong>ked <strong>in</strong> terms <strong>of</strong> their implications are<br />

for the susta<strong>in</strong>ability <strong>in</strong> the coastal zone.<br />

• The EU <strong>ICZM</strong> Recommendation is positively impact<strong>in</strong>g on<br />

traditional spatial plann<strong>in</strong>g by emphasis<strong>in</strong>g susta<strong>in</strong>ability and participatory<br />

approaches: The <strong>in</strong>terconnectedness <strong>of</strong> social, economic<br />

and environmental issues along the coast and <strong>ICZM</strong>’s potential<br />

to reconcile these conflict<strong>in</strong>g demands by develop<strong>in</strong>g longterm,<br />

objective-led strategies has shown positive effects especially<br />

on <strong>in</strong>frastructure-oriented plann<strong>in</strong>g approaches. Secondly,<br />

the <strong>in</strong>troduction <strong>of</strong> pro-active procedures such as stakeholder<br />

participation and communication is add<strong>in</strong>g a new dimension to<br />

the credibility <strong>of</strong> decision mak<strong>in</strong>g and policy acceptance by<br />

stakeholders.<br />

• The EU <strong>ICZM</strong> Recommendation has <strong>in</strong>creased the awareness<br />

and the understand<strong>in</strong>g <strong>of</strong> the need to protect the coastal zone<br />

and apply the pr<strong>in</strong>ciples <strong>of</strong> susta<strong>in</strong>able development <strong>in</strong> its management<br />

approach. Although <strong>ICZM</strong> is still (too) <strong>of</strong>ten seen as an<br />

“environmental” (i.e. sectoral) strategy, it has <strong>in</strong>creas<strong>in</strong>gly been<br />

accepted as an “ecological” tool, i.e. requir<strong>in</strong>g a holistic system<br />

management approach for the entire coastal zone.<br />

Stakeholder Participation<br />

Participation <strong>of</strong> stakeholders is a central <strong>in</strong>novative element with<strong>in</strong> the<br />

EU <strong>ICZM</strong> Recommendation which - although clearly be<strong>in</strong>g spelled out<br />

as one important pr<strong>in</strong>ciple -, is not be<strong>in</strong>g taken up by many countries<br />

at the level promoted by the EU <strong>ICZM</strong> Recommendation.<br />
