<strong>Evaluation</strong> <strong>of</strong> <strong>Integrated</strong> <strong>Coastal</strong> <strong>Zone</strong> <strong>Management</strong> (<strong>ICZM</strong>) <strong>in</strong> Europe – F<strong>in</strong>al Report<br />

The follow<strong>in</strong>g table gives a detailed overview on the status <strong>of</strong> the<br />

implementation <strong>of</strong> the <strong>ICZM</strong> process.<br />

• Quite a number <strong>of</strong> positive and recently<br />

developed <strong>in</strong>struments are <strong>in</strong> place on<br />

which further <strong>ICZM</strong> <strong>in</strong>itiatives could be<br />

founded: a Spatial Strategy (1997); a<br />

Programme for Spatial Development<br />

(1999), a National Environmental Action<br />

Plan (2002); a Decree on the Protection <strong>of</strong><br />

<strong>Coastal</strong> Area (2004).<br />

• The central state’s functions and tasks <strong>of</strong><br />

spatial plann<strong>in</strong>g and environmental protection<br />

are placed <strong>in</strong> one m<strong>in</strong>istry, the M<strong>in</strong>istry<br />

<strong>of</strong> Environmental Protection, Spatial<br />

Plann<strong>in</strong>g and Construction, mak<strong>in</strong>g it<br />

easier to reconcile spatial plann<strong>in</strong>g and<br />

environmental development demands.<br />

• The forthcom<strong>in</strong>g Spatial Plan for the Area<br />

<strong>of</strong> Special Interest, cover<strong>in</strong>g the entire<br />

Croatian Adriatic coast, could be the<br />

action that could trigger the preparation <strong>of</strong><br />

an <strong>ICZM</strong> strategy or equivalent.<br />

• Croatia did not submit a report and does not<br />

have a national strategy or equivalent<br />

(however, Croatia as a Candidate Country<br />

had not been required to submit a report).<br />

• In spite <strong>of</strong> a long history <strong>of</strong> coastal spatial<br />

plann<strong>in</strong>g <strong>in</strong> Croatia, <strong>ICZM</strong> is still <strong>in</strong> its<br />

<strong>in</strong>fancy. The only sector where a focus on<br />

coastal areas is present is the spatial plann<strong>in</strong>g.<br />

The <strong>in</strong>tegration <strong>of</strong> other sectors has<br />

been <strong>in</strong>adequate.<br />

Cyprus<br />

• The prospects for arriv<strong>in</strong>g at a national<br />

<strong>ICZM</strong> strategy are good because <strong>of</strong> the<br />

recent establishment <strong>of</strong> and the high<br />

priority accorded to the <strong>Coastal</strong> Area<br />

<strong>Management</strong> Project (CAMP) (2006-2008)<br />

that shall lead to a national <strong>ICZM</strong> strategy.<br />

• So far coastal management is achieved<br />

through spatial plann<strong>in</strong>g.<br />

• The Environment Service <strong>of</strong> the M<strong>in</strong>istry <strong>of</strong><br />

Agriculture, Natural Resources and Environment<br />

plays a coord<strong>in</strong>at<strong>in</strong>g and <strong>in</strong>tegrat<strong>in</strong>g<br />

role between the various actors. The<br />

Town and Country Plann<strong>in</strong>g Law which is<br />

the ma<strong>in</strong> legislative tool for promot<strong>in</strong>g<br />

<strong>ICZM</strong> is the responsibility <strong>of</strong> the Department<br />

<strong>of</strong> Town Plann<strong>in</strong>g and Hous<strong>in</strong>g <strong>of</strong> the<br />

M<strong>in</strong>istry <strong>of</strong> the Interior.<br />

• A national report was delivered, however, it<br />

does not conta<strong>in</strong> a national <strong>ICZM</strong> strategy<br />

• No specific <strong>ICZM</strong> legislation exists<br />

• <strong>ICZM</strong> responsibilities are fragmented<br />

between various m<strong>in</strong>istries and agencies.<br />

• The division <strong>of</strong> Cyprus <strong>in</strong> two parts (Cyprus<br />

and Turkish part) leads to severe plann<strong>in</strong>g<br />

and management as well as development<br />

frictions.<br />

France<br />

• France submitted a national report. No<br />

formal national <strong>ICZM</strong> strategy but an<br />

equivalent was elaborated largely <strong>in</strong>dependent<br />

<strong>of</strong> the EU <strong>ICZM</strong> Recommendation.<br />

France is consider<strong>in</strong>g and develop<strong>in</strong>g<br />

a holistic and <strong>in</strong>tegrative approach to<br />

coastal management with due regard for<br />

environmental, economic and social<br />

needs.<br />

• Formal steps <strong>of</strong> <strong>ICZM</strong> implementation<br />

have only started <strong>in</strong> 2006.<br />

• The Law for the development <strong>of</strong> rural<br />

areas <strong>of</strong> 2005 stipulates the creation <strong>of</strong> a<br />

National Council for the Coast (to be<br />

established <strong>in</strong> 2006) whose framework is<br />

explicitly that <strong>of</strong> <strong>in</strong>tegrated management <strong>of</strong><br />

the coast.<br />

• A range <strong>of</strong> <strong>in</strong>struments – legal and<br />

procedural have developed over the last<br />

30 years with improved susta<strong>in</strong>able management<br />

<strong>of</strong> coastal zones as a goal.<br />

• Stakeholder groups are focussed on<br />

economic <strong>in</strong>terests <strong>in</strong> the coastal zone and<br />

although adm<strong>in</strong>istrative structures are<br />

considered <strong>in</strong> depth, the <strong>in</strong>volvement <strong>of</strong> the<br />

public and private sectors are not.<br />

• Lack<strong>in</strong>g is evidence <strong>of</strong> a support<strong>in</strong>g<br />

programme <strong>of</strong> tra<strong>in</strong><strong>in</strong>g, education and<br />

communication to support an <strong>ICZM</strong> focussed<br />

programme.<br />
