Analysis <strong>of</strong> National <strong>ICZM</strong> Strategies and Alternative Plans<br />

Information shall be collected from the <strong>ICZM</strong> report the country has delivered to the EC<br />

due February 2006, or/and through other complementary means such as on-l<strong>in</strong>e research,<br />

collection <strong>of</strong> <strong>in</strong>formation through other publicly available sources.<br />

The evaluation should take a strategic view and assess the added-value <strong>of</strong> <strong>ICZM</strong> <strong>in</strong> the<br />

context <strong>of</strong> evolv<strong>in</strong>g policies and legislation.<br />

Assessment Grid<br />

The assessment <strong>of</strong> the country's national <strong>ICZM</strong> strategy will be based on the <strong>in</strong>formation<br />

collected along the follow<strong>in</strong>g grid. The grid consists <strong>of</strong> six parts:<br />

1. A country case summary <strong>of</strong> one to two pages summaris<strong>in</strong>g the f<strong>in</strong>d<strong>in</strong>gs for the<br />

respective country;<br />

2. A prelim<strong>in</strong>ary <strong>in</strong>formation part giv<strong>in</strong>g <strong>in</strong>formation on the lead<strong>in</strong>g unit/organisation <strong>of</strong><br />

national <strong>ICZM</strong> activities;<br />

3. Information on the stocktak<strong>in</strong>g based on the EU <strong>ICZM</strong> Recommendation, chapter III;<br />

4. Description <strong>of</strong> the National <strong>ICZM</strong>-strategy based on the EU <strong>ICZM</strong> Recommendation,<br />

chapter IV;<br />

5. The assessment <strong>of</strong> the national strategies us<strong>in</strong>g as ma<strong>in</strong> criteria the eight pr<strong>in</strong>ciples <strong>of</strong><br />

good <strong>ICZM</strong> practices; and<br />

6. Assessment summary.<br />

The summary should provide <strong>in</strong>formation on deliveries and achievements related<br />

to <strong>in</strong>tegration between maritime sectors, economic impacts on regions and employment,<br />

and contribution to the improvement <strong>of</strong> environmental quality.<br />

The evaluator's comments, <strong>in</strong>formation and assessment should be typed directly <strong>in</strong>to the<br />

form "Country case assessment grid".<br />

The <strong>in</strong>dicative length <strong>of</strong> the assessment is expected to be 15 pages (roughly 7500 words).<br />

Evaluators are encouraged to not exceed this suggested length.<br />

Any <strong>in</strong>formation that is considered <strong>in</strong>terest<strong>in</strong>g or helpful, however, exceed<strong>in</strong>g this maximum<br />

<strong>of</strong> 15 pages should be collected <strong>in</strong> an additional file or directory called “additional<br />

observations”<br />

General expectation<br />

The evaluator should make himself/herself fully conversant with the Technical Annex (An<br />

evaluation <strong>of</strong> <strong>Integrated</strong> <strong>Coastal</strong> <strong>Zone</strong> <strong>Management</strong> (<strong>ICZM</strong>) <strong>in</strong> Europe) and the <strong>Evaluation</strong><br />

Questions (EQ) on page 3 and 4 which are the essence <strong>of</strong> the “terms <strong>of</strong> reference” for the<br />

evaluation. The <strong>in</strong>formation compiled <strong>in</strong> the grid shall lead to respond to the evaluation<br />

questions.<br />
