<strong>Evaluation</strong> <strong>of</strong> <strong>Integrated</strong> <strong>Coastal</strong> <strong>Zone</strong> <strong>Management</strong> (<strong>ICZM</strong>) <strong>in</strong> Europe – F<strong>in</strong>al Report<br />

and regulations <strong>in</strong> <strong>ICZM</strong> for stakeholders <strong>in</strong> order to enable<br />

their participation <strong>in</strong> this new approach. Look<strong>in</strong>g beyond the<br />

own doma<strong>in</strong>, assess<strong>in</strong>g <strong>in</strong>teractions between sectoral policies<br />

and ensur<strong>in</strong>g multiple compliances should become central<br />

elements <strong>in</strong> practice.<br />

At the same time, <strong>ICZM</strong> needs to become <strong>in</strong>corporated<br />

gradually <strong>in</strong>to the full range <strong>of</strong> fund<strong>in</strong>g <strong>in</strong>struments affect<strong>in</strong>g<br />

coastal development. It should represent a key reference and a<br />

common criterion for grant<strong>in</strong>g funds: Only projects ensur<strong>in</strong>g<br />

compliance with its pr<strong>in</strong>ciples and approach should be supported.<br />

Here, the Commission and Member States can provide<br />

valuable support through clear guidel<strong>in</strong>es and tools for implementation,<br />

based on results from monitor<strong>in</strong>g and evaluation. An<br />

<strong>in</strong>dependent European body (<strong>ICZM</strong> Advisory Board) should<br />

substantiate the orientations provided by assess<strong>in</strong>g policies and<br />

monitor<strong>in</strong>g the implementation progress. The relevance and<br />

contribution <strong>of</strong> national <strong>ICZM</strong> approaches will however strongly<br />

depend on how the Commission itself will translate <strong>ICZM</strong> <strong>in</strong> its<br />

Mar<strong>in</strong>e Policy, the Mar<strong>in</strong>e Strategy and other relevant directives<br />

and policies.<br />

This general strategy aims to ensure that understand<strong>in</strong>g and<br />

acceptance <strong>of</strong> <strong>ICZM</strong> become more and more generalised <strong>in</strong> the<br />

pert<strong>in</strong>ent fields, thus improv<strong>in</strong>g feasibility and effectiveness.<br />

Moreover, implementation is deemed to <strong>in</strong>volve only marg<strong>in</strong>al<br />

additional costs s<strong>in</strong>ce it would largely draw on the same<br />

resources (human, budgets) currently available, focus<strong>in</strong>g on the<br />

key deficits (knowledge, communication).<br />
