There is no co-ord<strong>in</strong>ation and coherency between the ma<strong>in</strong> socio-economic activities at national<br />

and regional level. There is a dom<strong>in</strong>ation <strong>of</strong> state centralization and legislative <strong>in</strong>stitutions on the<br />

<strong>ICZM</strong> activities and operations. The Draft Law for Bulgarian Black Sea coast constitution<br />

determ<strong>in</strong>es the management regulations, but not to the required extent.<br />

If the required efforts for achievement <strong>of</strong> more coherent organization will be exerted <strong>in</strong><br />

collaboration with EU <strong>in</strong>stitutions, then the National <strong>ICZM</strong> will improve significantly <strong>in</strong> the next 20<br />

years.<br />

Insufficient <strong>in</strong>formation<br />

The <strong>in</strong>tegration <strong>of</strong> the natural ecosystem <strong>in</strong> all aspects (physical, coastal, chemical, biological) is<br />

not <strong>in</strong> the field <strong>of</strong> vision <strong>of</strong> the public and state policy. Climate changes (such as <strong>in</strong>creas<strong>in</strong>g <strong>of</strong><br />

frequency and <strong>in</strong>tensity <strong>of</strong> extreme storms, sea level ris<strong>in</strong>g) and the process <strong>of</strong> coastal and beach<br />

erosion are not <strong>in</strong>cluded <strong>in</strong> the program <strong>of</strong> governmental and legislative <strong>in</strong>stitutions. The<br />

<strong>in</strong>volvement <strong>of</strong> scientific expertise, public discussions and education programmes on these issues<br />

are not conducted.<br />

The ma<strong>in</strong> crucial problem is that the national scientific <strong>in</strong>stitutions are be<strong>in</strong>g ignored dur<strong>in</strong>g the<br />

preparation, consideration and confirmation <strong>of</strong> the National <strong>ICZM</strong>. The coastal zone residents are<br />

not aware and well <strong>in</strong>formed about important coastal issues and there are no established<br />

mechanisms for their participation <strong>in</strong> decision-mak<strong>in</strong>g. Non-governmental organizations have a<br />

symbolic participation. Private bus<strong>in</strong>ess sector participation is very active, but not <strong>in</strong> <strong>in</strong>terest <strong>of</strong> the<br />

State.<br />

All decisions are taken by the local, regional and national governments, and because <strong>of</strong> the state<br />

monopoly the coord<strong>in</strong>ation between them is missed.<br />

Categorically these are the ma<strong>in</strong> gaps <strong>in</strong> the state policy <strong>of</strong> ma<strong>in</strong> directions <strong>in</strong> the scope <strong>of</strong><br />

National <strong>ICZM</strong>. What is also observed is that the results <strong>of</strong> scientific <strong>in</strong>vestigations are rarely<br />

taken <strong>in</strong>to account <strong>in</strong> the consideration <strong>of</strong> the coastal zone plann<strong>in</strong>g and management.<br />

Yes, the <strong>ICZM</strong> strategy outl<strong>in</strong>e was built tak<strong>in</strong>g <strong>in</strong>to account an <strong>in</strong>tersectoral, holistic approach.<br />

The development <strong>of</strong> the Outl<strong>in</strong>e Strategy took <strong>in</strong>to account the geographic perspective, various<br />

geographic units be<strong>in</strong>g dealt with accord<strong>in</strong>g to the peculiarities for each zone. Development plans<br />

for each <strong>of</strong> the zones are proposed to be regulated accord<strong>in</strong>g to the distance from the shorel<strong>in</strong>e <strong>in</strong><br />

various ways.<br />

The strategy’s targets aim at the year 2020. Pr<strong>in</strong>ciples <strong>of</strong> susta<strong>in</strong>able development <strong>of</strong> the<br />

Romanian coast have been <strong>in</strong>cluded <strong>in</strong> the overall aim and sectoral development strategies<br />

outl<strong>in</strong>ed <strong>in</strong> the document. Even though climate change is <strong>in</strong>dicated as <strong>in</strong>creased hazard for the<br />

Romanian coast and reccomendations exist mention<strong>in</strong>g that a special attention must be given to<br />

these changes, no thorough study has been yet <strong>in</strong>cluded <strong>in</strong> the strategy yet.<br />

Adaptive plann<strong>in</strong>g is foreseen, and significant changes <strong>in</strong> the state <strong>of</strong> the coast will be dealt with<br />

by the National Committee <strong>in</strong> order to provide adaptive measures to improve the situation and/or<br />

change the exist<strong>in</strong>g strategies.<br />

The Outl<strong>in</strong>e Strategy is sensibly different for the two ma<strong>in</strong> geographic divisions <strong>of</strong> the coast.<br />

Approaches for solv<strong>in</strong>g potential conflicts between users are also <strong>in</strong>cluded. Data availability is<br />

subject to the Romanian Law regard<strong>in</strong>g the Availability <strong>of</strong> Public Information. Protection <strong>of</strong> the<br />

Romanian Coast aga<strong>in</strong>st erosion is currently the subject <strong>of</strong> several feasibility studies, and plans<br />

for the entire protection exist till the year 2020. Water quality issues are be<strong>in</strong>g dealt with ma<strong>in</strong>ly<br />

with<strong>in</strong> the implementation <strong>of</strong> the WFD. Projects are underway for the construction <strong>of</strong> waste water<br />

treatment plants <strong>in</strong> significant hot spots.<br />
